Los Alamos National Laboratory Work Control Planner 3/4 in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the Planner 3 or Planner 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

Position Overview

Responsible to the TA-55 Work Control Team Leads for developing and/or reviewing work packages including time, material, and labor estimates, written step-by-step work instructions, procedures, and/or safety and testing requirements for the implementation and control of operations, maintenance, construction or modification of work activities within a given facility or area . Specific planning duties may be related to mechanical, electrical, chemical and/or radiological equipment, policies, and procedures and may also include resolving work restraints and bringing work packages to final closure.

Work Control Planner 3 ($85,400 - $112,500)

The successful candidate will:

  • Apply principles and methods of multiple disciplines including design and construction to disciplines such as procurement, planning, scheduling, and cost/budget control.

  • Demonstrate thorough knowledge of related work hazards and safety programs.

  • Demonstrate skill in conducting research, investigating alternative solutions, and recommending solutions on problems affecting infrastructure and site planning programs and projects.

  • Use databases and information management systems, and application of desktop software such as Microsoft Office, Asset Suite, and project management tools and techniques.

  • Advanced experience with corrective maintenance, and/or preventative maintenance work packages for activities within nuclear and/or non-nuclear facilities in accordance with USQ/USI process, applicable procedures and regulations.

  • Ability to take the lead in developing step-by-step instructions for work on unique and/or complex equipment/activities.

  • Ability to prepare and/or review efficient and specific instructions for the isolation, containment or de-energizing various unique and/or complex mechanical, physical, electrical, chemical and/or radiological systems according to established procedures and regulations.

  • Ability to fully understand work hazards, safety practices, operating configuration, and lock-out/tag-out policies and procedures in unique and/or complex facilities.

Work Control Planner 4 ($101,000 - $168,600)

In addition to the duties outlined above, the Work Control Planner 4 will be required to:

  • Prepare, review, and Issue equipment and/or system modification, corrective maintenance, and/or preventative maintenance work packages in accordance with applicable procedures and regulations.

  • Analyze time and material requirements for work activity.

  • Assist in the preparation of detailed specifications for materials and labor estimates.

  • Assist in the development of step-by-step instructions for work.

  • Track and expedite established priority of work packages.

  • Assist in preparing and/or reviews efficient and specific instructions for the isolation, containment or de-energizing various mechanical, physical, electrical, chemical and/or radiological systems according to established procedures and regulations.

  • Perform various functional and administrative activities in conjunction with the primary work control/work package development including, but not limited to, permit development, testing requirements, documentation generation, records management, database information management, retrieval and review, and/or training.

What You Need

Minimum Job Requirements:

Planner 3:

  • Knowledgeable in performing resource loading.

  • Ability to fully conceptualize and communicate major elements of work control and planning to both technical and non-technical personnel.

  • Skill in the preparation and presentation of work control reports.

  • Current understanding and knowledge of work hazards, safety practices; reading of schematics, blueprints, and engineering reports, as it pertains to Work Control Planning.

Additional Job Requirements for Work Control Planner 4:

In addition to the Job Requirements outlined above, qualification at the Work Control Planner 4 level requires:

  • Expert knowledge with real property management techniques and tools.

  • Expertise in the principles and practices of planning and design, transportation planning, organizing, and oversight/management of complex research projects.

  • Considerable knowledge of the theory, principles and techniques of the planning profession and development process.

  • Advanced skill in the preparation and presentation of land use reports and support documents to both technical and non-technical personnel.

  • Knowledge of electrical and mechanical systems, building codes, and Occupational Safety and Health Administration (OSHA) standards.

  • Extensive experience to understand and interpret various mechanical and electrical documents, blueprints, drawings, and schematics.

Education/Experience at lower level:

Work Control Planner 3: Position requires a Bachelor’s Degree and 8 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be desirable.

Education/Experience at higher level

Work Control Planner 4: Position requires a Bachelor’s Degree and 12 years of related experience; or, an equivalent combination of education and experience directly related to the occupation. At this level, post graduate course work may be expected.

Desired Qualifications:

  • Working experience and/or knowledge with Asset Suites and Mobile Work Package (MWP).

  • Active Q Clearance

  • Current HRP Certification

  • Knowledgeable of facility and/or utility related equipment.

  • Knowledgeable of the Laboratory’s policies and procedures.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 .   • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information .

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
