Los Alamos National Laboratory Technical Project Manager 3 in Los Alamos, New Mexico

What You Will Do

The Operational Readiness Implementation Supply Chain Management (ORI-3) group is seeking motivated candidates to fill a Technical Project Manager 3 position. As a Technical Project Manager (TPM) for the Oracle Production Scheduling (OPS) team, you will lead the technical aspects of the implementation and execution of the OPS software that will be used as the ALDWP integrated schedule. This will include meeting with customers to understand the process flow, OPS modeling, OPS training & pilot testing, phased in product implementation and execution along with daily updates and required reporting.

The TPM will work directly with management, program managers and programmatic operational staff to coordinate and schedule preparations, publish schedules and oversee the OPS scheduling team in the planning, tracking & execution of the OPS schedule from initiation to completion. The TPM shall supervise the technical work of the OPS schedulers.

The TPM will establish technical requirements for OPS; manage and ensure the timely completion of discrete technical or operational requirements of OPS; define OPS deliverables, budgets and schedules. The TPM will assist the First Line Manager (FLM) with developing work packages that define what will be accomplished to meet the specific programmatic needs, staffing plans and produce the work products defined by the work packages.

The selected candidate’s responsibilities include the ability to develop work package scope, deliverables, resources and forecasting methodologies. The TPM will apply advanced knowledge and experience in developing project plans, detailed work breakdown structures, negotiating work packages, and assigning various aspects of work to complete deliverables. Without considerable direction, the TPM will monitor performance, change control, OPS scope, schedule, budget and technical baselines.

The TPM will manage change requests, baseline change proposals and reporting metrics between line and program management. Identify potential risks and develop risk mitigation strategies & corrective actions. The TPM will assist with the coordination of customer meetings, workshops and assessments and will have frequent interaction with management and the production line organizations.

Without considerable direction, the selected candidate will serve as the primary spokesperson to report project status and issues to the FLM, Group Leader and to laboratory senior managers and workers.

What You Need

Minimum Job Requirements:

Project Management:

Demonstrated advanced knowledge and experience in all aspects of project management of technical or operational work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions. Advanced knowledge of the technical aspects of Oracle Production Scheduling.

Computing/Business Systems and Software:

Demonstrated experience implementing and executing new software.

Collaboration:

Demonstrated ability to successfully plan, organize, lead, and monitor a variety of team efforts to completion. Demonstrated ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts.

TA-55/PF-4 Experience:

Demonstrated knowledge of TA-55, PF-4 production lines, PF-4 maintenance, and PF-4 construction.

Oracle Business Systems:

Demonstrated advanced skills working knowledge of Oracle Business Systems and Oracle Production Scheduling.

Communication and Customer Interactions:

Demonstrated ability to manage customer interface with program and line management as well as excellent oral and written communication and presentation skills as evidenced by public speaking at conferences, presenting briefings to stakeholders, etc. Demonstrated ability to interact effectively with all levels of personnel; building trust, gaining consensus, and resolving conflicts. Excellent oral and written communication and presentation skills

Customer Service:

Demonstrated exceptional customer service skills and the ability to provide clear, concise support and guidance to others in sometimes-stressful situations. Experience interacting professionally with all types of personnel, including external interfaces and executive management.

Organizational Skills:

Demonstrated high attention to detail including strong organizational skills, analytical thinking, observational skills and problem-solving skills. Proven ability to multi-task and adjust to the workings of a dynamic environment.

Clearance:

Ability to obtain and maintain a DOE Q Clearance.

Education and Experience:

Position requires a Bachelor’s Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. A Project Management Institute certification is desired for this level.

Desired Qualifications:

Clearance & HRP:

Active DOE “Q” clearance; Enrolled in HRP.

Institutional Knowledge:

Advanced knowledge of regulatory and Laboratory requirements

Computing/Business Systems and Software:

Excellent capabilities with all LANL standard business systems, including MS Office Suite (Word, Excel, PowerPoint), and SharePoint.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
