Los Alamos National Laboratory Subcontract Technical Representative 3 in Los Alamos, New Mexico

What You Will Do

Los Alamos National Laboratory (LANL) invites you to join our Logistics – Maintenance Sub Management (LOG-MSM) team. L OG-MSM is looking for a Subcontract Technical Representative 3 (STR3) to implements construction, maintenance, or site services subcontract management in accordance with established Acquisition Services Management Division and Construction Management Division or Maintenance and Site Services division policies and procedures. This position will be responsible for supporting our customers with subcontract requirement development, work execution, coordination, and day-to-day technical / administrative guidance and associated closeout activities as assigned.

As a STR3, you will be responsible for supporting the Laboratory and subcontractors throughout the life of assigned subcontracts. The STR3 oversees and monitors compliance with contract exhibits, regulatory training, safety, security and environmental requirements. Areas of responsibility include: subcontract requirement development support, work execution oversight, on-site coordination, day-to-day technical / administrative guidance and closeout activities in accordance with the terms and conditions of subcontracts and Department of Energy (DOE), Laboratory, and site-specific requirements. The STR3 is the point of contact for all of the technical aspects of the subcontract for moderate or high-hazard work and is responsible for Technical Oversight of a subcontractor's performance under a subcontract.

What You Need

Minimum Job Requirements:

Operational Functions

Demonstrated experience in managing or supporting real property maintenance Subcontract activities, to include maintenance work evolutions, modifications, and replacement in kind projects. Proficiency in the formation and administration of subcontracts through the several steps of bidder pre-qualification, bid evaluation, award, monitoring the performance of subcontractors, back charge procedures, resolution of claims and disputes, and other such related steps. Proven work experience and knowledge of engineering/real property maintenance practices, applicable government and industry regulations, standards and practices.

Computer Business Systems

Expertise in computer based programs including Microsoft Office Word, Excel and Power Point

Communications/Customer Service

Detail oriented individual with strong technical writing, written communication and verbal/presentation skills.

Demonstrated experience interacting effectively with customers, co-workers, and managers in a collaborative manner to achieve organizational objectives.

Technical Expertise

Familiar with mechanical, electrical, and plumbing documents, blueprints, drawings, and schematics. Thorough knowledge of request for proposals, project scope, estimates, schedules, and permits.

Demonstrated record of commitment to a working environment of quality and excellence to safety and security.


Position requires a Bachelor’s Degree in an Engineering, Construction, or Contracts Law discipline from an accredited institution and 8 years directly related experience in engineering/construction contracting practices, applicable government or commercial regulations and practices, and/or LANL policies, procedures, and work practices; or, an equivalent combination of education and experience directly related to the occupation. to include specialized courses in contract management.

Desired Qualifications:

  • Knowledge of Field Engineering and Subcontract Technical Representative (STR) responsibilities.

  • Have a strong familiarity with Standard Work Process Procedures.

  • Experience with installation of HVAC duct work, exhaust systems, and auxiliary equipment.

  • Experience with system and or component functional testing and turnover to commissioning.

  • NFPA 70e related to breaker maintenance, facility upgrades/projects, and fire suppression systems.

  • Project Management Experience.

Location: This position will be physically located in Los Alamos.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
