What You Will Do

The incumbent will be expected to:

  • Provide leadership in safety, security, and environmental compliance on the factory floor, safety, security, and environmental stewardship are a primary responsibility for all Laboratory employees

  • Ensure quality assurance results, materials, processes and final products meet quality specifications and are completed according to established requirements

  • Oversee all quality program aspects for a specific manufacturing assignment area and be capable of conceiving, developing, and implementing all elements

  • Mentor personnel in the implementation and understanding of QA policies, plans, and procedures

  • Provide technical expertise and initiative in identifying areas to which quality assurance practices may be introduced and enhanced

  • Interact with production and design agency staff members

  • Conduct technical evaluations of quality assurance controls

  • Support development of weapons-quality systems associated with production activities

Specific expectations include:

  • Apply expert-level quality-control techniques and statistical process control methods to identify correct measurement methods, tools, and/or systems; identify data-collection points; and analyze data in order to identify failure modes, track trends, focus improvement actions, rate the performance, and measure effectiveness

  • Define/identify technical and performance specifications, quality levels, sampling plans, and inspection plans or procedures

  • Define the metrics and methods of reporting that show measurement of QA and quality control (QC) processes

  • Review and report on selected engineering and procurement documents to assure the inclusion of applicable quality requirements

  • Define, identify and apply product and process control methods such as developing control plans, identifying critical control points, developing and validating work instructions (e.g. design verification)

  • Identify, describe, and apply metrology techniques such as calibration systems, traceability to calibration standards, measurement error and its source, and control and maintenance of measurement standards and devices (metrology), and

  • Calculate, analyze and interpret repeatability and reproducibility (GAGE R&R;) studies, measurement correlation, capability, bias, linearity, etc., including both conventional and control chart methods (measurement-system analysis).

What You Need

Minimum Job Requirements:

As applicable for the position and nature of technical area of focus, the candidate shall have:

  • Expert level knowledge of, and extensive experience with, quality assurance activities including, but not necessarily limited to; system and/or performance audits, assessments, and surveillances, recommending and implementing corrective actions, providing thorough and accurate documentation of technical and/or statistical reports, and ensuring quality assurance compliance

  • Expert level knowledge of, and demonstrated skill in, conducting root-cause analysis and troubleshooting, investigating alternative solutions, and recommending solutions on problems affecting quality assurance

  • Expert level ability to use metrology and statistical methods to diagnose and correct improper quality control practices

  • Technical knowledge in the manufacturing sector

  • Knowledge of and experience using national consensus standards of quality assurance, such as ASME, ISO, ANSI/ASME NQA1, and NAP-24, etc.

  • Readily understands and interprets various physical, mechanical, and electrical documents, blueprints, drawings, and schematics

Desired Skills/Qualifications

  • Knowledge of 10 CFR 830 with experience in nuclear processing and/or high hazard facility operating requirements, safety/authorization basis and/or Conduct of Operations planning and execution

  • Experience with high explosives process-control and safety requirements or operations in nuclear facilities utilizing conduct of operations

  • Experience in classified matter protection and control and classified computing

  • Nationally recognized quality engineering related certification such as American Society of Quality’s Certified Quality Engineer, Reliability Engineer, or equivalent

  • Certified Quality Auditor or similar credential

  • Q security clearance and Human Reliability Program (HRP) Certification

Education:

Bachelor’s degreein technology, science, operations management, operations research, quality engineering, or related field, plus 10 years of technical experience; advanced degree preferred.

Clearance: Q(Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements* for access to classified matter.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

Its goal is to exceed internal and external customer requirements by facilitating effective implementation of defined applicable quality standards into product manufacturing processes. PAQ-1’s diverse project support base includes -- but is not limited to; weapons, weapons experiments, MOX fuel, NASA power sources, radiological materials production and various strategic partnership projects.
