What You Will Do_

This position is based in the ALD,ESHQSS Directorate and reports to the Institutional Policy Office Leader. The selected candidate’s primary responsibility will be to assist management in deploying LANL’s Requirements System through the issuance of policies and procedures. The selected candidate will need to have leadership skills and the expertise to develop, implement, and evaluate processes, procedures, and applications contributing to the overall strategic objectives, critical outcomes, and major initiatives of maintaining an effective policy system in alignment with LANL’s government contract and other legal requirements. Duties include: partnering with Laboratory managers to plan, develop, and produce a wide range of policies and procedures; instilling and executing process improvements tied to organizational goals and objectives; writing and editing original material for technical and/or nontechnical audiences based on existing documents, background research, and interviews with managers and subject matter experts; planning communication strategies by analyzing customers’ and stakeholders’ needs and communication goals, and recommending the best media to meet those needs and goals; and creating strategies for web content, policy process tools, and requirements system. The candidate will be responsible for independent actions, decision-making and accountability within their areas of responsibility, and managing multiple tasks with minimal supervision.

What You Need

Minimum Job Requirements:

  • Advanced knowledge of contractor assurance, quality assurance, and other team-focused managerial methods that seek to improve performance systematically and effectively.

  • In-depth experience in performing detailed reviews of documentation to ensure compliance with customer and legally defined requirements.

  • Demonstrated experience revising policies and procedures.

  • Strong oral and written communication skills and demonstrated experience advising, interacting, and effectively communicating with all levels of managers and subject matter experts.

  • Extensive experience in preparing and presenting reports, with advanced expertise and skills in giving formal and impromptu presentations.

  • Proven ability to plan, prioritize, and schedule own work and work of others to ensure completion in accordance with requirements, deadlines, and budge.

  • Proven record of effectively work with customers to define expectations and mutual responsibilities.

  • Demonstrated experience working collaboratively on a small team and succeeding in leadership roles.

  • Extensive technical writing and editing experience.

  • Advanced planning and organizational skills, and research and analytical abilities.

  • Advanced managerial skills in: leading and engaging people, building teams; effectively managing customer expectations, and effectively promoting conflict resolution when working with proponents of diverse perspectives.

  • Strong proficiency with Microsoft Word and PowerPoint.

Desired Skills:

  • Demonstrated experience researching laws and analyzing legal requirements to ensure relevant requirements are incorporated into policies and procedures.

  • Expertise with DOE Directives and federal contract requirements.

  • Advanced skills and knowledge of process improvement methods, such as Lean Six Sigma, Malcom Baldrige/Quality New Mexico.

  • Advanced communication and analytical skills, including quality performance assurance and analytical reports.

  • In-depth experience in leading and engaging people; strong interpersonal, communications, and team building skills; effective ability to manager interpersonal conflict, negotiate agreements, delegate authority, and build consensus and trust.

  • Expertise in the preparation and presentation of materials for small and large audiences.

  • Expertise in effective decision-making and risk management regarding complex technical issues.

  • Ability to foster a work environment that promotes openness, trust, communication, teamwork, innovation, and satisfaction.

  • Advanced skills in Microsoft Office Suite, including Excel, PowerPoint, and Word.

Education:BA/BS preferred. Minimum of 12 years of legal and/or quality experience or equivalent combination of education and work experience.
