What You Will Do
Located in northern New Mexico, Los Alamos National Laboratory (LANL) is primarily responsible for monitoring the safety, security and reliability of the U.S. nuclear stockpile and conducting research into new defense programs. It is a center for research in a wide range of scientific disciplines, including space exploration, geophysics, renewable energy, supercomputing, medicine, and nanotechnology. Residing within the Associate Laboratory Directorate for Weapons Production (ALDWP), the Nuclear Security Production Integration (NSPI) Organization is responsible for providing professional program management of activities that support the nation’s defense, energy and security science needs. More specifically, NSPI is responsible for providing Directorate and Laboratory interface, negotiating program requirements and budgets with external customers, providing programmatic oversight of production, scientific operations and equipment installation, and assuring that the Laboratory’s Production Agency commitments are met as well as resolving any priority conflicts that arise between programs.
There are currently two positions available for Project-Program Directors with NSPI: one vacancy is for the management and oversight of ALDWP Modernization Program scope associated with NA-125, and the other vacancy is for management and oversight of ALDWP scope associated with the Production Operations Program, Stockpile System Surveillance and Production, and the Radioisotope Power Systems (RPS) Program. The Project-Program Directors at level 5 will report directly to the Project-Program Director 6 for Nuclear Security Production Integration. These Directors will assist in the management and oversight of a team of Program Managers and associated deployed staff to meet programmatic deliverables and achieve required milestones. It is critical that the chosen candidates have a demonstrated record of achievement in effective leadership, mentoring, coaching, and communication with junior staff.
For those National Nuclear Security Agency (NNSA) and Nuclear Energy (NE) sponsored programs that are tasked with developing and producing components, the Project-Program Directors will provide overall leadership and management responsibility for ensuring baseline schedules are met and the 6.x process (or associated process for RPS) is followed. Many of the programs within the NSPI Division are life-cycle programs as dictated by our sponsors or are managed with a multi-year baseline in adherence to internal business practices. The Directors will be responsible for ensuring the various program teams prepare life-cycle or multi-year resource loaded schedules and that the schedules are managed and statused on a routine basis with the appropriate level of Earned Value Management (EVM) rigor (including Enhanced Management Level A and B). In conjunction with the use of EVM to manage our programmatic scope, the Directors will provide guidance and leadership on the use of a graded approach to risk management principles within the various programs – at a minimum all programs are expected to define and actively manage risks and a number of programs require additional formality to the level of a dedicated Schedule Cost Uncertainty and Risk Analysis (SCURA). Involvement and engagement with both internal and external Product Realization Team (PRT) and Integrated Product Team (IPT) members will be necessary.

Minimum Job Requirements:
Leadership: Demonstrated record of achievement in leadership responsibilities from both a line management and program management perspective to include excellence in strategic and tactical planning, and providing clearly defined direction for the execution of large, complex, and technically challenging scope that requires multidisciplinary integration across organizations; track record of implementing new program development initiatives of strategic significance in technical, operational, and/or programmatic disciplines; demonstrated experience in management, supervision, and development of assigned employees.
Project and/or Program Management Experience: Advanced knowledge and demonstrated consultative experience in all aspects of program and project management of technical or operational work, including experience working across the National Security Enterprise (NSE) sites to facilitate communication and realize national-level objectives; serve as the Laboratory’s deputy lead agent for the defined programs within NSPI with the authority to negotiate with executive-level external customers and define work scope, schedules, budgets, and negotiate funding.
Collaboration: Demonstrated experience in working effectively and calmly under pressure of deadlines and changing priorities, including taking the initiative and assuming responsibility for organization, prioritization, and driving multiple tasks to completion. Proven success working independently and as a contributing member of a team: being able to interact effectively with all levels of internal and external personnel; building trust, gaining consensus, and resolving conflicts.
Communication: Excellent communication skills are required for this position including demonstrated experience in management, supervision, and development of assigned employees; demonstrated experience in developing and nurturing effective executive-level external and internal customer relationships to include a record of achievement in effectively interacting with Federal Program Managers and Directors within the Department of Energy.
Education Requirement: This position requires a Bachelor’s Degree from an accredited institution and 12 years related experience, or an equivalent combination of education and experience directly related to the occupation; an advanced technical degree is preferred.
Modernization Program Experience: Experience working directly with multiple design and production agencies on recent modernization programs; experience managing a multi-disciplinary program with adherence to rigorous EVM standards including formal variance analysis, risk management, and change control; a detailed understanding of the mission within ALDWP and the programmatic scope managed within the NSPI organization.
Nuclear Production Operations Knowledge: Detailed knowledge and experience with any of the ALDWP nuclear component missions and operations at TA-55.
Detonator Production Operations Knowledge: Detailed knowledge and experience with any of the high explosive Detonator Production operations at TA-22.
Education / Experience: Ph.D. in Physical Sciences or Engineering; Project Management Professional or equivalent industry credential and multiple years of experience in a managerial capacity strongly preferred.
Clearance: An active DOE Q Clearance and HRP endorsement.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, § 712.11. These requirements include ongoing drug and alcohol testing, as well as periodic medical and psychological evaluations.
