As a Project Engineer 4, you will act as a technical representative for engineering activities related to the planning, design, execution, and closeout of projects. The Project Engineering will ensure delivery of high quality design products and the successful candidate will be expected to perform the following duties of this position, but are not necessarily limited to:
Supports Project Manager in the oversight of engineering activity (all disciplines) on a project, or designated portions of a project.
Plans and directs engineering assignments on the project. Has technical responsibility for interpreting, organizing, executing, and coordinating these assignments.
Establishes the detailed project execution plan and the development of the overall project engineering budget and schedule.
Originates, reviews, and/or approves design documents, change orders, material requisitions and specifications for construction or procurement use.
Supervises the preparation, reviews, and endorses bid analyses and recommendations for procurement of equipment material and services within Engineering's scope of responsibility.
Prepares or directs the preparation of project studies, reports, forecasts, special engineering reports and plant data book.
Ensures that Technical Risk Assessments are comprehensive and complete, safety practices and procedures are implemented, and engineering design and corresponding design documentation are in compliance with project Quality Assurance plan and procedures.
Tracks and issues reports on project performance using standard Earned Value Management tools (Control Account Manager).
Provide expert advice and consultation to Project Management, Facility Engineering, and Engineering Services management.
Lead and integrate team activities into overall plan to support the overall project requirements including technical quality, cost, and schedule.
Implement Conduct of Maintenance and Conduct of Engineering procedures and best practices
Support the necessary procedures/program to maintain the Project Engineering function.
What You Need
Minimum Job Requirements:
Advanced knowledge of project engineering processes and procedures consistent with the duties described above.
Proven experience of project execution processes and procedures, detailed engineering, and construction work processes.
Knowledge of related construction practices and the economics involved and current knowledge of new methods of design and construction.
Excellent verbal and written communication skills Proficient with all (MS Office Suite).
Experience working with EVMS compliant schedule and qualifications as Control Accounts Manager
Demonstrated experience as a senior technical advisor implementing, overseeing, and assessing engineering activities. Understanding of and experience working with Performance Based Indicators.
Knowledge of industry, regulatory, and DOE/NNSA complex codes, standards, and criteria pertinent to Vital Safety Systems such as DOE 420.1C and DOE STD- 1189.
Working knowledge of related non-reactor nuclear codes, standards, best practice non-nuclear nuclear/hazardous mechanical confinement systems, and knowledge in generation of piping and instrumentation diagrams (P&IDs).
Demonstrated experience with development of safety class and safety significant designs.
Experience in the development and implementation of a Project Engineering program.
Qualifications as Control Accounts Manager
Mentors, coaches, and trains other employees in the application of methods and processes related to engineering design development, design review, and design implementation. Participates in process improvement efforts. Acts an advisor / SME to influence process improvement initiatives.
Bachelor of Science degree in engineering or architecture from a ABET or NAIA accredited institution.
Minimum of 12 years of engineering experience.
Minimum of 6 years of experience as a Project Engineer
Knowledge of relevant LANL standards, provides field implementation of the Conduct of Engineering (COE) Program.
Professional Engineering license
Location: This position will be physically located in Los Alamos, NM.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements
for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
