Los Alamos National Laboratory Project Controls Manager - ALDPI (Project Controls Manager 6) in Los Alamos, New Mexico

What You Will Do

This position provides Project Controls leadership and management in support of ALDPI, at Los Alamos National Laboratory. This Project Controls Manager (PCM) position will supervise a team of Project Controls Managers and Engineers responsible for cost and schedule control, cost and schedule analysis and validation activities and enforce LANL policy regarding cost and schedule control across the ALDPI Capital Projects Portfolio. This position organizationally reports to the PPS Division Leader (home organization) and to the ALDPI Functional Integration Director (deployed organization).

The PCM position provides leadership and functional oversight over all project controls cost and schedule processes including: budget implementation in cost and scheduling systems, cost and schedule system integration, internal and external customer reporting, enforcing policies and procedures on ALDPI Capital projects, training of personnel, and monitoring and maintaining compliance with LANL policy on cost and schedule control.

The PCM position will identify, analyze, and provide innovative solutions to cost and schedule issues and supports and promotes implementation of project controls guidance and policy. The PCM position regularly interfaces with all levels of management, executive leadership, and major customers on ALDPI Capital projects portfolio for cost and schedule reporting and performance. The PCM position interfaces with project controls senior managers for cost and schedule control issues and provides leadership, direction, and guidance for cost and schedule performance information. This PCM position directs project assessments of project data activities to ensure technical adequacy of project cost and schedule activities on various line item projects. This position supports organizational and functional administrative activities, including, personnel performance reviews and career counseling, interviews candidates for employment and makes recommendations for employment decisions.

This PCM directs negotiation with customers or management regarding project controls matters of significance to the ALDPI organization, ensures budgets and schedules meet Laboratory requirements, and ensures successful integration of cross-organizational project controls activities, goals and objectives.

This position requires a strong leadership capability teamed with an in-depth knowledge of Laboratory goals, project controls objectives, and the proven ability to develop and implement policies that support those goals and objectives in conjunction with LANL Earned Value Management System (EVMS) and Project Management policies.

What You Need

Minimum Job Requirements:

  • Demonstrated leadership skills and management experience leading large organizations, programs, projects or central functions with significant fiscal and programmatic responsibilities.

  • Expert level experience in the Project Controls function and sub functions of cost and schedule.

  • Extensive experience in applying Earned Value Management principles and techniques that complies with EIA-748 in U.S. Government facilities, programs, and/or projects.

  • Demonstrated expert level in establishing criteria for cost and schedule functions including: planning and budgeting activities, directing cost estimating, cost and schedule control, and cost and schedule analysis.

  • Demonstrated experience and knowledge of using cost systems and EVMS reporting tools, such as Deltek Cobra.

  • Demonstrated experience of using scheduling software tools, such as Primavera P6.

  • Highly skilled in direction, personnel administration, and training of technical and non-technical personnel. Ability to lead without positional authority.

  • Distinguished track record of setting technical direction and goals, implementing effective business practices and systems, managing budgets and finances, and managing customer and stakeholder relations.

  • Demonstrated ability to build and grow a program into reliable and efficient operation.

  • Highly skilled in oral and written communication, with demonstrated ability to present project controls information to management and customers.

  • Demonstrated ability to build and grow both internal and external organizational relationships.

  • Demonstrated experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.

  • Demonstrated expert skill and experience in effective decision-making and creative problem solving.

  • Advanced Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

  • Advanced Knowledge of current industry and technical developments in the project controls field.

Desired Skills:

  • Experience maintaining a rigorous management system supporting compliant EIA-748 EVMS and DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets.

  • Experience in institutional or organizational level project controls management.

  • Extended experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators.

  • Experience serving as a subject matter expert and mentoring others on diverse topics of scheduling and cost processes and applications.

  • Demonstrated experience interfacing with Los Alamos National Laboratory (LANL) management and a broad knowledge of current LANL operations and activities.

Education Required: Position requires a bachelor’s degree and a minimum of seventeen years of experience in project controls, including a minimum ten years of related management experience, or an equivalent combination of education and experience. At this level, post graduate course work may be expected.

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
