Los Alamos National Laboratory Project Controls Manager 4 in Los Alamos, New Mexico

What You Will Do

This position provides leadership and oversight as Los Alamos National Laboratory Risk Manager within the Project Controls organization. The Risk Manager position will supervise the risk management group and establish LANL policy regarding risk management on programs and projects.

The Risk Manager provides functional oversight over all risk management processes and tools including: qualitative and quantitative risk assessments, identification and analysis of risk actions with risk owners, and provide innovative solutions for risk mitigation. Provide functional oversight and guidance to the risk coordinators to establish project baseline risk profiles, maintenance and update of risk profiles, including providing project level data input to the ALDCP portfolio of project for risk health metric reporting.

This Risk Manager will identify, analyze, and provide innovative solutions to risk management and supports and promotes improvement measures and implementation of recommendations for the Los Alamos National Laboratory. The Risk Manager interfaces with all levels of project management and project controls staff for risk management issues and provides assistance and guidance for the display or presentation of risk information. The Risk Manager supports organizational and functional administrative activities, including, personnel performance reviews and career counseling, interviews candidates for employment and makes recommendations for employment decisions.

This position requires a strong leadership capability teamed with an in-depth knowledge of risk management objectives and the proven ability to develop and implement policies that support those objectives in conjunction with LANL Earned Value Management System (EVMS) and Project Management policies.

What You Need

Minimum Job Requirements:

  • Demonstrated Leadership Management experience leading organizations, programs, projects or central function with significant fiscal and programmatic responsibilities.

  • Extensive experience in the Risk Management function and sub functions of cost and schedule.

  • Experience and demonstrated skill in implementing risk management principles, concepts, and practices including risk communication, risk analysis, and risk response planning.

  • Demonstrated advanced experience and knowledge of using schedule risk assessment tools such as Acumen Risk or Primavera Risk Assessment.

  • Demonstrated experience of using risk management databases such asActive Risk Manager (ARM).

  • Demonstrated experience of using scheduling software such as Primavera P6.

  • Distinguished track record of setting technical direction and goals, implementing effective business practices and automation of reporting systems.

  • Demonstrated ability to build and grow a program into reliable and efficient operation.

  • Excellent interpersonal, oral and written communication skills, with demonstrated skill in presenting risk information to management and customers.

  • Demonstrated ability to interact and communicate effectively with all levels of management, staff, customers, and stakeholders.

  • Demonstrated experience in effective decision-making and creative problem solving.

  • Advanced knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.

  • Advanced Knowledge of current industry and technical developments in the risk management field.

Desired Skills:

  • Experience maintaining a rigorous risk management system supporting compliant EIA-748 EVMS and DOE O 413.3B, Program and Project Management for the Acquisition of Capital Assets.

  • Experience and knowledge of DOE G 413.3-7A, Risk Management Guiderequirements and the integration with EVM reporting.

  • Experience in institutional or organizational level risk management.

  • Extended experience working with the Department of Energy (DOE) at headquarters or field office level, or with state and federal regulators.

  • Advanced knowledge and experience using the risk assessment tool, Deltek Acumen Risk.

  • Advanced knowledge and experience using the risk management database, Sword Active Risk Active Risk Manager (ARM).

  • Knowledge of using the scheduling software system Primavera P6.

  • Experience serving as a subject matter expert and mentoring others on diverse topics of Acumen Risk and ARM software applications.

  • Successful demonstrated experience in executing large-scale programs, projects, or project controls central core functions.

Education

Education Required: Positionrequires a bachelor’s degree and a minimum of fifteen years of Project Controls experience, includinga minimum of three years of related management experience.
