What You Will Do

This posting is under the Associate Laboratory Directorate for Weapons Engineering (ALDW)

Reporting to the Weapons Engineering Program Director in the Associate Laboratory Directorate for Weapons Engineering Program Office (ALDW-PO), the Program Manager 4 (non-technical) is responsible for technical and programmatic oversight of matters critical to the ALDW that have the potential to impact the Laboratory’s performance against its contractual deliverables. The selected candidate will lead and execute a broad scope of mission assurance activities in support of the directorate and represent the directorate as needed for institutional initiatives.

Demonstrated advanced knowledge of and successful experience in all aspects of project or program management work, including developing project plans; managing to scope, schedule, budget, documenting reports and change control actions. Demonstrated ability to successfully organize, lead and monitor a variety of team efforts to completion, often with competing deadlines.

Knowledge, Skills and Expertise

Demonstrated advanced knowledge with conceiving, developing, directing and monitoring the implementation of processes, tools, and any associated training that may be required for three or more of the following focus areas: issues and corrective actions management; risk characterization and management; assessment planning and execution; metrics development, monitoring and trending; prime contract requirements management; security improvement planning; environmental action planning and incident response coordination. Demonstrated experience in monitoring technological, legal, and operational changes that affect the activities and work processes of a program or activity.

Impact, Decision Making and Problem Solving

Demonstrated experience providing coaching and advice to management customers. Demonstrated success in facilitating collaboration and coordination to analyze and solve complex institutional performance challenges. Demonstrated ability to ensure all results, processes, and final products meet quality specifications and are completed according to established requirements including cost, scope, and schedule.

Leadership, Communication and Interpersonal Skills

Demonstrated excellent oral and written communication and presentation skills. Demonstrated ability for preparing clear, concise and informative presentations, reports, correspondence and other written materials. Demonstrated proficient skills in leading and engaging people. Demonstrated ability to interact with varying levels of management and staff at LANL, building trust, gaining consensus and resolving conflicts.

Education and Years of Relevant Experience

Position requires a Bachelor’s Degree and 12 years related experience in organizational-level performance-based management, quality, and/or a technical discipline related to area of assignment; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

Nuclear Weapons Knowledge

Knowledge of the Nuclear Weapons’ development process – i.e. the development of requirements, standing-up and facilitating product realization teams, and development and execution of qualification and certification activities. Knowledge in nuclear weapon design and materials of construction.

Knowledge, Skills, and Expertise

Advanced knowledge of LANL organizational structure, policies, and procedures.

Communication and Interpersonal Skills

Demonstrated experience developing and nurturing external customer relationships (i.e., DOE/NNSA stakeholders, Program Sponsors).

Clearance

Active DOE “Q” or other Top Secret clearance.

Location: This position will be physically located in Los Alamos.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
