Los Alamos National Laboratory Program Manager 4 (Risk Manager) in Los Alamos, New Mexico
What You Will Do
As the Program Manager (PM) 4, Risk Manager, within the Weapon Modernization Production (WMP-DO) Organization you will manage the overall Risk Management Program within WMP-DO in support of various NA-12 (Office of Stockpile Management) based programs and report directly to a Project-Program Director 5 and Project-Program Director 6 within the Division. The selected individual will serve as the Principal or Lead PM for the Weapon Production Risk Management Program with responsibility for cross-program/cross-site/cross-agency collaborations to ensure overall successful program execution and active risk management.
As PM 4, Risk Manager, you will serve as a LANL-PA primary interface with one or more high-level external customers to actively manage risk and support risk mitigation for various NA-12 based programs, in accordance with Laboratory, Associate Laboratory Directorate for Weapons Production (ALDWP), and WMP capabilities, capacities, and priorities, which balance the best interests of the customer, the program, and the institution as a whole. The selected individual will provide leadership, vision, strategic and tactical planning, and overall direction for execution of the overall risk management program within WMP-DO. The PM 4 will apply broad knowledge and expertise developing, managing, and refining processes for tracking risks across various portfolios; maintain expert-level knowledge of the relevant technical discipline and understand and adhere to all Laboratory and regulatory guidance and governance specific to the programmatic work of the weapon modernization portfolio. The selected PM 4 candidate will also be expected to work with various principal program managers to effectively manage portfolio risks: identify potential portfolio risks, develop risk mitigation strategies and corrective actions, and recommend risk acceptance/avoidance for the various scope associated with component surveillance activities within the Production Agency.

Minimum Job Requirements:
Risk Management: Expert-level knowledge in developing, managing, and refining processes for tracking risks across various portfolios. Expert-level knowledge in coordinating and interfacing with Program Managers, technical project managers, and scope executing organizations to identify, report, and manage risks using various risk management tools and processes. Expert-level knowledge performing cost and schedule risk analysis and/or modeling.
Program Management: Expert-level knowledge of and consultative experience in all aspects of program or project management of technical or operational work, including defining work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk.
Portfolio Management: Expert-level knowledge of the technical or operational discipline of the assigned portfolio(s).
Communication: Consultative experience in developing and nurturing effective high-level external and internal customer relationships.
Collaboration: Consultative experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, and resolving conflicts.
Education Required: Position requires a Bachelor’s Degree from an accredited institution and 12 years of directly related technical, risk mangement, and project/program management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.
Stockpile Management: Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs, and more specifically within NA-125 (Stockpile Modernization) in relation to the production mission within ALDWP.
Communication: Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.
Leadership: Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.
Team Building: Demonstrated experience developing and managing a team to achieve a defined set of deliverables and milestones.
Project Management: Experience utilizing formal Earned Value Management System (EVMS) principles to help manage a project/program.
Education: Advanced engineering or science degree.
Location: This position will be physically located in Los Alamos, NM.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements
for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
