Los Alamos National Laboratory Program Manager 4 (non-technical) in Los Alamos, New Mexico

What You Will Do

Join the Integrated Strategic Planning Office (ISP), which is responsible for integrating strategic planning across the weapons production directorate to define and communicate the path for LANL to meet all weapons production program goals. The office extends traditional plutonium planning methodology to incorporate the functions and facilities across LANL that are directly required or leveraged to support the Lab’s growing plutonium missions.

As a Program Manager you will be a lead of non-technical program aspects for ISP as the broker across the institution with senior management, divisions, groups, and programs to determine what work will be done to meet the needs of the weapons production program. You will provide leadership related to deadlines and funding requirements within a broad range of Laboratory activities. You will develop strong working relationships that span over existing internal and/or external institutional missions and extend into new opportunities such as policies, missions, as opportunities evolve.

This position will be responsible for financial data collection and analytics to support all aspects of the plutonium missions with a focus on the funding and detailed cost estimates including estimating FTEs for program, line-item project, and indirect funding. You will partner with HR, the program offices, and operational divisions throughout the plutonium enterprise at LANL to develop planning requirements (workforce, infrastructure, etc.) and convert them into funding requirements over the next 10 years. You will maintain an archive of financial data going back to 2000 to evaluate plans and strategies to meet missions requirements/options against historical actuals for similar efforts.

What You Need

Minimum Job Requirements:

Program Management: Demonstrated expertise leading programs including coordinating activities of other personnel and exert significant latitude in determining objectives and the methods/procedures needed to achieve deliverables. Demonstrated success in developing program activities, goals and objectives. Expert-level ability to integrate and understand of a variety of factors, including Laboratory and regulatory requirements and to independently lead in driving the direction of the program. Demonstrated expertise in program, project, and change management principles.

Dynamic Environment: Demonstrated successful experience managing multiple tasks, often with competing deadlines.

Leadership/Influence: Expert level experience managing change and ability to influence senior management and stakeholders. Experience using sound and independent judgement in negotiating with program and line managers to ensure that resources are available to accomplish the work, and to marshal resources to complete project deliverables.

Collaboration: Experience effectively partnering with line and support organizations to develop financial plans and assess financial challenges. Strong relationships with line and program managers throughout the Lab. Consultative experience in developing and nurturing effective high-level external and internal customer relationships

Documentation/Communication: Demonstrated expertise to collect and analyze data to prepare accurate, concise and timely reports in support of briefings and reviews with Laboratory Senior Management, Associate Laboratory Directors, and external stakeholders..

Education/Experience: Bachelor’s degree and ten (10) years of related experience; or equivalent combination of education and relevant experience.

Desired Qualifications:

Clearance: Active DOE Q Clearance

Finance Experience: Experience with and understanding of the DOE/NNSA budgeting process, LANL financial systems, and LANL weapons programs portfolio.

30 Pits Per Year Initiative/DOE/NNSA: Familiarity with the expanded pit production mission strategy, risks, milestones, and deliverables. Experience working closely with DOE/NNSA.

Education/Experience: Masters Degree in finance or MBA from an accredited institution and 12 years of directly related experience.

Location: This position will be physically located in Los Alamos, NM.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
