Los Alamos National Laboratory Program Manager 3/4 (non-technical) in Los Alamos, New Mexico

What You Will Do

The Programs and Business Management Systems (PBMS) organization reports to the Pit and Production Program Office (PCPO) within the Associate Laboratory Directorate for Weapons Production (ALDWP). PBMS is chartered with developing and delivering the best-in-class production agency program/project management systems. Key functions led by PBMS include Weapons Production (WP) Program and Project Management Policies, Procedures, Standards and tools; WP Change Control Board; Internal and External Reporting; various contract related duties and Continuous Improvement.

As a non-technical Program Manager 3:

Responsible for managing the Directorates Continuous Improvement (CI) Program. In this capacity, you will provide guidance to ALDWP cross-organizational teams, implementing process improvement activities across the directorate. Under minimal direction work with multi-level leadership and staff teams for the deployment of/and tracking of initiatives. Work with and lead cross-functional teams implementing Lean Sigma activities across all of the Associate Laboratory Directorate for Weapons Production (ALDWP) ensuring they are effective. Be a continuous improvement advocate and capable of coaching, and mentoring all levels of staff on lean sigma principles into day-to-day activities. Provide guidance to management and leadership on operational, safety, and security issues with a focus on opportunities for improvement. Cultivate a culture of continuous improvement across all levels of the organization on the benefits of Lean Sigma and support the necessary framework and tool deployment to create institutional engagement. Actively participate in continuous improvement activities

As a non-technical Program Manager 4:

In addition to what was outlined at the lower level, the Program Manager 4 - will proactively define program needs, which include but are not limited to funding, program resources, and tools/IT infrastructure. Work with senior leadership to define program requirements and establish the required CI documentation and program plan(s) in order to advance the programs operational envelope. In consideration of the Directorates technical mission requirements – assess program effectiveness and develop strategies, techniques and corrective actions for meeting both operational and programmatic requirements and customer needs.

Program Manager 3

Program Management: Interfacing with technical and quality organizations develops and directs the implementation of goals, objectives and work standards. Under nominal direction, define objectives and the methods/procedures needed to achieve deliverables. Ability to develop program activities, goals and objectives, and ability to define resource requirements and meet schedules. Provide information that drives the direction of the program, including regulatory and Laboratory requirements. Provides direction on improvement project teams, which could include facilitation of team meetings, project communications, creation of visible metrics and tracking project status. Creation/application of the tools, defining the educational curriculum and setting the long-term strategy around continuous improvement.

Leadership/Influence: Applied experience managing change and ability to influence various levels of Management and stakeholders. Promote a culture of continuous improvement across all levels of the organization. Demonstrated ability to build trust and foster positive collaborations and teamwork across organizational lines. Experience leading and providing guidance for team members

Collaboration: Understanding of finance in order to develop and track cost savings metrics for process improvements. Ability to effectively partner with line and support organizations to identify and outline operational improvement opportunities.

Documentation/Communication: Advanced ability to analyze reports and other materials, related to process improvements. Applied experience developing and nurturing effective high-level customer relationships; program tools and procedures and evaluating their effectiveness.

Program Manager 4

Program Management: Demonstrated success leading non-technical programs, projects and initiatives including coordinating activities of other personnel. Exert significant latitude in determining objectives and the methods/procedures needed to achieve deliverables. Demonstrated expertise in developing program activities, goals and objectives, and ability to define resource requirements and meet schedules. Expert-level knowledge implementing continuous improvement tools and evaluating their effectiveness; independently provide information that drives the direction of the program, including regulatory and Laboratory requirements. Provide project management leadership and direction on improvement project teams, which could include facilitation of team meetings, project communications, creation of visible metrics and tracking project status.

Leadership/Influence: Expert level experience managing change and ability to influence various levels of Management and stakeholders. Track-record of creating a culture of continuous improvement across all levels of the organization. Demonstrated ability to build trust and foster positive collaborations with all stakeholders, external customers and key contacts outside area of professional expertise. Experience identifying risks and developing mitigation strategies, defining and pulling together focus teams, whereby improvement initiatives are well defined and acted on.

Collaboration: Demonstrated experience working with finance in order to develop and track cost savings metrics for process improvements. Highly effective in collaborating with line and support organizations to identify, outline and execute operational/technical improvements.

Documentation/Communication: Expert ability in analyzing processes, reports and other materials, related to process improvements and developing solutions. Consultative experience developing and nurturing effective high-level customer relationships; program tools and procedures and evaluating their effectiveness.

Education/Experience :Position requires a Bachelor’s Degree from an accredited institution and 12 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.

Desired Qualifications:

  • Six Sigma Black Belt Certification

  • Knowledge of the Weapons Productions - nuclear weapons programs

  • Working knowledge of governmental or commercial quality assurance standards

  • Experience working in a team environment as demonstrated by successful implementation of deliverables such as work instructions or standard operating procedures, user training, and production

  • Demonstrated record of excellence through the successful implementation of process improvements safely, securely, or compliantly

  • Active or reinstatable Department of Energy “Q” clearance
