Los Alamos National Laboratory Program Manager 1/2 in Los Alamos, New Mexico

What You Will Do

Program Manager 1 ($85,400 - $139,600)

Program Manager 2 ($103,500 - $172,800)

As a Program Manager 1 (PM1) or Program Manager 2 (PM2), Control Account Manager (CAM), within the Weapon Modernization Production (WMP) Organization you will provide program management support to an assigned NNSA weapons based program portfolio within the LANL-Production Agency (PA) and report directly to the Project-Program Director (PPD) 5 and PPD 6. The selected individual(s) will be responsible for cross-site/cross-agency collaborations to ensure overall successful program execution.

As a PM1 or PM2, you will serve as a LANL-PA interface with internal line organizations (e.g. DP-DO, FIN-WP, PC-WP-NNP) and the assigned program office to ensure a specific component or set of components are managed through the 6.x Process. The selected individual(s) will assist in defining technical program scope, in accordance with Laboratory, ALDWP, and WMP capabilities, capacities, and priorities, which balance the best interests of the customer, the program, and the institution as a whole. The selected individual(s) will also work in partnership with the Principal Program Manager and Deputy Program Manager(s) to support the overall scope of the assigned portfolio and adhere to reporting and documentation requirements detailed by the NNSA Federal Program Office (FPO).

The PM1 or PM2 will provide leadership, vision, strategic and tactical planning, and overall direction for execution of the assigned portfolio, which requires multidisciplinary integration across multiple organizations. You will assist in defining work scope, schedules, budgets, and funding for program work, priorities, and performance milestones. You will also negotiate, authorize, and direct the use of resources to meet work scope, schedules, budgets, and Laboratory goals and provide direction to direct and/or deployed staff in the planning, tracking, and execution of program plans for your assigned component(s) scope. You will ensure integration with other Laboratory priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives. With minimal direction from the Principal Program Manager and/or Deputy Program Manager, you will manage the interface with program, project, and line management to ensure performance, monitor and track cost, schedule, and progress against milestones.

Lastly, you will assist in identifying potential portfolio risks, developing risk mitigation strategies and corrective actions, and recommend risk acceptance/avoidance for the assigned component(s) of the assigned program portfolio within the Production Agency.

Education Required: Position requires a Bachelor’s Degree from an accredited institution and 2 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation.

At this level an advanced degree may be expected.

Desired Qualifications:

Stockpile Management : Knowledge and experience with the overall mission for NA-12 (Office of Stockpile Management) based programs.

Communication: Excellent oral and written communication and presentation skills & experience interacting in an effective manner with NNSA and/or other federal customers.

Leadership: Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools.

Product Life Cycle: Demonstrated experience managing a component or set of components through the 6.x product life-cycle process (Life Extension Program or Major Alteration experience).

Project Management: Experience utilizing formal Earned Value Management System (EVMS) principles to help manage a project/program.

Education: Advanced engineering or science degree.

Location: This position will be physically located in Los Alamos.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
