Los Alamos National Laboratory Procurement Specialist 3 in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the Procurement Specialist 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Acquisition Services Management (ASM) Division is looking for an experienced, highly motivated individual to help lead the delivery of services within ASM. The ASM Division provides procurement services to the laboratory.

Procurement Specialist 2 ($69,300 - $110,000)

The selected candidate will perform the following job duties:

Perform subcontract awards and administration, and work all aspects of implementing compliant procurements in accordance with the Laboratory’s approved procurement system. The Procurement Specialist 1 will provide resolutions to an assortment of problems of moderately complex scope and will contribute to the fulfillment of projects and organizational objectives.

  • formation, bid, evaluation, award, and administration of various types of purchase orders/subcontracts for goods and/or services

  • development of solicitations

  • negotiating and awarding purchase orders/subcontracts

  • managing and administering purchase orders/subcontracts

  • interfacing with functional units, customers, auditors and subcontractors

  • providing solutions to customer acquisition issues

  • providing purchase orders/subcontract interpretations and assisting with financial, legal or technical issues, as required

Procurement Specialist 3 ($83,300 - $136,200)

In addition to what was outlined above, the Procurement Specialist 3 job duties will include, but are not limited to:

  • formation, bid, evaluation, award, administration and closeout of various types of large, highly complex purchase orders/subcontracts for goods and/or services

  • anticipate and resolve complex issues in creative and effective ways

  • participate in long-term planning activities with functional organizations involving multiple procurements requiring knowledge of acquisition strategies, procurement staffing capabilities and lead time requirements

  • effectively work with Legal Counsel in the prevention and resolution of subcontract issues and disputes

What You Need

Minimum Job Requirements:

  • Demonstrated experience in commercial and/or government subcontracting.

  • Demonstrated experience in the formation, negotiation, award, and administration of all types of purchase orders/subcontracts within a multi-functional environment.

  • Demonstrated experience in developing and negotiating a variety of subcontract types, fee arrangements, terms and conditions.

  • Demonstrated experience in administration of small and moderate size procurements.

  • Demonstrated ability to interface with individual customers representing one or more affected organizations providing acquisition strategies for impending procurements.

  • Demonstrated administrative and organizational skills.

  • Ability to effectively communicate in both an oral and written manner with both internal and external customers of varying professional levels.

Additional Job Requirements for Procurement Specialist 3:

In addition to the requirements outlined above, qualification at the higher level requires:

  • Demonstrated experience in administration of large size procurements.

  • Working knowledge of change management procedures pertaining to requests for proposals (RFPs) and modifications to purchase orders/subcontracts, and dispute resolution.

  • Working knowledge of change management procedures pertaining to requests for information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.

  • Ability to actively participate in the development, review, and evaluation of various technical/procurement specifications for issuance to suppliers.

  • Demonstrated high-level competency in creating clear and concise written documentation that fully summarizes all aspects of a procurement transaction.

  • Familiarity with the Department of Labor Requirements for the Service Contract Act.

Training/Certifications: The following certifications are preferred: Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification in Contracting (FAC-C).

P rocurement Specialist 2 Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly.

Procurement Specialist 3 Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 8 years of related experience; or, an equivalent combination of education and experience.

Desired Qualifications:

  • Demonstrated ability to clearly and concisely convey information through verbal communication in a wide variety of settings including, but not limited to, verbal presentations and group meetings.

  • Professional level experience in developing and recommending potential solutions to contractual problems to management.

  • Demonstrated experience with eSourcing/eAuctions preparatory to the execution of procurements.

  • Demonstrated experience with SAP Ariba or other automated purchasing systems.

  • Broad understanding of Federal Acquisition Regulations and their application.

  • Ability to work in a fast paced, ever changing environment with numerous deadlines and expectations.

  • Recent hands on experience in Federal Subcontract management.
