The Acquisition Services Management (ASM) Division is looking for an experienced, highly motivated individual to help lead the delivery of services within ASM. The ASM Division provides procurement services to the laboratory.
The selected candidate will perform the following job duties:
Perform subcontract awards and administration, and work all aspects of implementing compliant procurements in accordance with the Laboratory’s approved procurement system. The Procurement Specialist 3 will provide resolutions to an assortment of problems of moderately complex scope and will contribute to the fulfillment of projects and organizational objectives.
Formation, bid, evaluation, award, and administration of various types of purchase orders/subcontracts for goods and/or services
Development of solicitations
Negotiating and awarding purchase orders/subcontracts
Managing and administering purchase orders/subcontracts
Interfacing with functional units, customers, auditors and subcontractors
Providing solutions to customer acquisition issues
Providing purchase orders/subcontract interpretations and assisting with financial, legal or technical issues, as required
Formation, bid, evaluation, award, administration and closeout of various types of large, highly complex purchase orders/subcontracts for goods and/or services
Anticipate and resolve complex issues in creative and effective ways
Participate in long-term planning activities with functional organizations involving multiple procurements requiring knowledge of acquisition strategies, procurement staffing capabilities and lead time requirements
Effectively work with Legal Counsel in the prevention and resolution of subcontract issues and disputes
What You Need
Minimum Job Requirements:
Demonstrated experience in commercial and/or government subcontracting.
Demonstrated experience in the formation, negotiation, award, and administration of all types of purchase orders/subcontracts within a multi-functional environment.
Demonstrated experience in developing and negotiating a variety of subcontract types, fee arrangements, terms and conditions.
Demonstrated ability to interface with individual customers representing one or more affected organizations providing acquisition strategies for impending procurements.
Demonstrated administrative and organizational skills.
Demonstrated experience in administration of large size, complex procurements.
Working knowledge of change management procedures pertaining to requests for information (RFIs), change notices, change orders, amendments, and claims and dispute resolution.
Ability to actively participate in the development, review, and evaluation of various technical/procurement specifications for issuance to suppliers.
Demonstrated high-level competency in creating clear and concise written documentation that fully summarizes all aspects of a procurement transaction.
Demonstrated ability to clearly and concisely convey information through verbal communication in a wide variety of settings including, but not limited to, verbal presentations and group meetings to internal and external customers.
Training/Certifications: The following certifications are preferred: Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification in Contracting (FAC-C).
Procurement Specialist 3 Education/Experience: Position requires a Bachelor’s Degree inBusiness Administration or related degree from an accredited institution and 6 years of directly related experience; or, an equivalent combination of education and experience directly related to the occupation.
Demonstrated experience with SAP Ariba or other automated purchasing systems.
Demonstrated experience with eSourcing/eAuctions preparatory to the execution of procurements.
Broad understanding of Federal Acquisition Regulations and their application.
Familiarity with the Department of Labor Requirements for the Service Contract Act.
Recent hands on experience in Federal Subcontract management Ability to work in a fast paced, ever changing environment with numerous deadlines and expectations.
Professional level experience in developing and recommending potential solutions to contractual problems to management.

Location: This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion. Ability to report on-site is a must for this position.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.
