Los Alamos National Laboratory Procurement Engineer (Engineer 3/4) in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the Engineer 3 or 4 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the Engineer 4 level.

Procurement Engineer 3: ($84,300 - $139,000)

The successful candidate will perform the following duties in this position:

  • Serve as the project technical representative on equipment design/build contracts and/or purchase requisitions

  • Provide design contract oversight and operational technical support

  • Review, manage, and approve bid summaries, major drawings, and staffing estimates and schedules

  • Work within facility system design and safety envelope requirements

  • Implement commercial grade dedication and environmental/seismic equipment qualification

  • Perform work in accordance with the Conduct of Engineering (CoE) Program

  • Work with a team of engineers responsible primarily for LANL facility and site design/analysis work and review of LANL construction projects to ensure compliance with applicable Federal, State, and Laboratory codes and standards

  • Qualify equipment for use in nuclear facilities

Procurement Engineer 4: ($101,300 - $171,000)

In addition to the duties outlined above, the Procurement Engineer 4 duties are as follows:

  • Provide leadership to an organization responsible for evaluating and procuring nuclear safety-related/augmented quality operational and spare parts, materials, equipment, supplies and services. This includes establishment of procurement requirements including commercial grade dedication, development/refinement of standard procurement and use policies, evaluation of substitutes, evaluation of configuration control changes, development of receipt and vendor inspection plans, resolution of material problems, review of failure reports, documentation of deficiencies, commercial grade dedication, administration of the procurement engineering action tracking, and providing support to supplier quality

  • This position presents an opportunity to develop a center of excellence in the area of Procurement Engineering at LANL by further developing the program and the expertise

  • Provide advice and consultation to Project Management, Facility Engineering, and Engineering Services management in the area of Procurement Engineering

  • Lead and integrate team activities related to procurement engineering to support the overall project requirements including technical quality, cost, and schedule

  • Implement Conduct of Maintenance and Conduct of Engineering procedures and best practices

What You Need

Minimum Job Requirements:

  • Demonstrated broad-based experience procurement engineering and/or manufacturing. Specific experience in the implementation of ASME NQA-1 requirements with emphasis on design, procurement, control of items, material traceability, records, shipping/handling, test and inspection control, and special processes

  • Demonstrated experience in preparation of technical documents that support procurement actions

  • Significant experience providing technical support to the equipment procurement process

  • Experience performing commercial grade item dedication and environmental equipment qualification to ensure that structures, systems, and components meet both technical and quality requirements

  • Demonstrated technical expertise in non-nuclear facility system, components, and structures design

  • Demonstrated expert experience developing technical documents including installation instructions, verifications, acceptance, and testing documents

  • Experience with engineering maintenance techniques and construction methodologies

  • Experience with engineering systems and calculations, applications of engineering methods, and application of technology aided engineering tools to conventional and non-conventional facility and operations-based engineering problems

  • Excellent communication skills (verbal and written)

  • Ability to work independently with minimum guidance for assigned tasks.

  • Ability to prioritize and manage multiple tasks requiring varying resources

Additional Job Requirements for Procurement Engineer 4 Level:

In addition to the job requirements outlined above, the Procurement Engineer 4 requirements are as follows:

  • Demonstrated experience and working knowledge associated with implementing commercial grade dedication, development/refinement of standard procurement and use policies, evaluation of substitutes, evaluation of configuration control changes, development of receipt and vendor inspection plans, resolution of material problems, review and resolution of failure reports, documentation of deficiencies, commercial grade dedication, administration of the procurement engineering action tracking, and providing support to supplier quality.

  • Experience in the identification of nuclear and high-hazard facility system aging degradation

  • Experience working with schedule and cost control systems

  • Proven ability to lead a team successfully.

  • Demonstrated experience implementing DOE Nuclear Safety standards in an ASME NQA-1 environment

  • Knowledge of Engineering principles and procedures, safety basis interaction, design, appropriate standards, and administrative practices as applied to DOE non-reactor nuclear and high hazard facilities

  • Experience in the implementation/management of a procurement engineering program

  • Minimum of 6-8 years of experience as a Procurement Engineer

Desired Skills:

  • Demonstrated working knowledge of LANL Engineering Standards and LANL Conduct of Engineering principles and procedures

  • Professional Engineering License

  • Experience with glove-box designs

Education:Bachelor of Science in Engineering. Other related science degrees may be acceptable with significant procurement engineering experience.
