What You Will Do
Pit Development & Production Program Director is responsible to the Plutonium Operations (PuO) Program Director and is responsible for providing professional program management activities that support the nation’s defense, energy and security science needs. INP-PuO-PDP is responsible for providing Directorate and Laboratory interface, negotiating program requirements and budgets with external customers, providing programmatic oversight of production, scientific operations and equipment qualification, assuring that the Laboratory’s Production Agency commitments are met as well as integrating the programs to resolve any priority conflicts that arise between programs. The INP-PuO-PDP Project-Program Director is a member of the Integrated Nuclear Programs (INP-DO) leadership team.
The Program Director will also:
Provide senior program/project leadership and management of a growing and complex portfolio, including direct program management staff.
Be a proactive member of the INP-DO leadership team in defining and supporting the Laboratory’s National Security missions. Develop programs/projects/capabilities that support and/or diversify the Laboratory mission and build and draw upon technical strengths of the Laboratory. Contribute to defining and articulating strategic visions and goals and to developing and executing programs/projects to support them.
As a recognized authority within the Laboratory, broker with executive-level external and internal customers to determine what work will be done to meet the customers’ and general resource needs, timeframes, and funding requirements. Work effectively to build collaborative relationships with our external partners and across the Laboratory, including resolving any priority conflicts that arise between programs. Integrate multiple programs and meet customer commitments on schedule and within budget. Integrate and foster relationships between Program, Line Execution and Facility Operations.
Demonstrate integrity, the ability to establish trust, commitment to technical excellence and operational effectiveness, illustrating proactive alignment with the LANL values and Safe Conduct of Research (SCoR) principles.
Attract, develop, and retain the highest caliber of technical staff.
Provide effective measurement and reporting consistent with Enhanced Management requirements (EM-‘B’) as defined by the program’s NA-191 customer
What You Need
Minimum Job Requirements:
Demonstrated successful experience functioning as the primary interface with one or more executive-level complex program(s) to strategize, develop, negotiate, and define mission goals and program/project scope, in accord with company capabilities, capacities, and priorities, that balance the best interests of the customer, the program/project, and the company as a whole and serve as the lead spokesperson to report status, manage expectations, and warn of upcoming issues to company executive managers and to the customer.
Demonstrated successful experience serving as a lead contractual agent, with authority to negotiate with the executive-level external customer(s) and directing the use of company resources to define work scope, schedules, budgets, and funding for program/project work, priorities, and performance milestones.
Demonstrated successful experience managing the interface with program, project, and line management to ensure performance and monitor and track cost, schedule, and progress against milestones.
Demonstrated successful experience integrating multiple programs, negotiating customer commitments, and meeting or renegotiating commitments on schedule and within budget.
Demonstrated successful experience identifying potential portfolio risks, developing risk mitigation strategies and corrective actions, and recommending risk acceptance/avoidance for all aspects of a program portfolio during the planning phase, as well as during the execution phase of the program.
Demonstrated successful experience directing the development of an execution/implementation plan that covers the program/project work from conception to completion, the definition of work breakdown structures to assign programmatic deliverables to projects, or the development other means to accomplish the work.
Demonstrated successful experience in providing leadership, supervision, and development of assigned employees including performance management, team building, problem solving, and conflict resolution.
Demonstrated successful experience integrating priorities and commitments, including safety, security, environmental compliance, quality, contractor assurance, and business imperatives.
Demonstrated successful record of effective interpersonal and communication skills as evidenced by stakeholder interactions, seminars, briefings, and/or presentations.
Consultative experience in interacting effectively with all levels of external and internal personnel; building trust, gaining consensus, resolving conflicts, as well as negotiation and integration.
Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 8 years related experience; or, an equivalent combination of education and experience directly related to the occupation. Advanced degree in a technical discipline preferred.
Knowledge and experience in plutonium science and weapons manufacturing, as it relates to the nuclear weapons mission responsibilities.
Experience working in a manufacturing and/or production environment, specifically in a nuclear or other high hazard environment.
Experience managing moderate to high-hazard facilities, such as those with chemical, radiological and/or nuclear hazards.
Experience working under nuclear industry quality standards, (e.g. ASME NQA-1).
Experience working with the NNSA Production Agencies and Design Agencies. Experience working within NNSA Enhanced Management A or Enhanced Management B project management requirements.
Active DOE “Q” Clearance
Advanced, expert-level knowledge of and demonstrated successful experience in at least two of the following areas:
High hazard project management
Production facility management
Pit development, surveillance, or production
Location: This position will be physically located in Los Alamos, New Mexico.

for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
