Los Alamos National Laboratory Operations Manager 2 in Los Alamos, New Mexico

What You Will Do

The Operations Manager 2 reports to the Operations Group Leader for the Science and Technology Operations organization. This position provides leadership, technical direction, and oversight of Facility Operations as it relates to FOD responsibilities, and directs daily Operations, provides budgetary oversight, and coordinates facility activities. The Operations Manager will ensure the overall safety and security of operations within their assigned facilities, and will ensure deployed functions (e.g. ESH&Q, Engineering, Maintenance) are accountable for their performance in support of Operations in their respective areas of responsibility. The Operations Manager will strive to provide extraordinary customer service to facility tenants, programmatic operations, and other customers within assigned facilities.

Core Duties and Responsibilities:

  • Provide oversite necessary to assure facility compliance with safety and security policies, environmental requirements, and other applicable DOE/governmental orders in these areas

  • Implement Conduct of Operations, support Conduct of Maintenance and Engineering processes as they pertain to facility work

  • Own role as primary point of contact for facility related issues, including coordination of maintenance, programmatic activities, and communication with facility tenants

  • Take ownership and direct responsibility for facility/system operating condition to include configuration management control, and serving as an expert resource in the operation and monitoring of facility systems

  • Leads, coordinates, and ensures compliance with Operations process for planning, activity review, and progress tracking

  • Serve on a periodic and rotating on‐call team, respond to abnormal and emergency events during off-shift hours

What You Need

Minimum Job Requirements:

  • Demonstrated operations leadership and supervisory oversight including technical direction, program execution and good business practices/judgement

  • Demonstrated record of promoting teamwork, consensus building, mentoring and motivating peers and subordinates across organizational lines

  • Thorough knowledge of facility systems or similar system operations

  • Strong knowledge of Conduct of Operations and Maintenance programs

  • Experience and demonstrated skill in identifying problem areas, investigating solutions, and determining action to be performed

  • Knowledge/understanding of engineering and construction codes and standards associated with facility systems

  • Demonstrated understanding and implementation of work planning and control including hazard identification, hazards analysis, and control implementation applying the hierarchy of controls for a wide range of complex, hazardous activities

  • Excellent oral/written communication skills to include presentations and report writing

  • Demonstrated ability to utilize Excel and computerized maintenance management/work control software to create, track, update, analyze, and develop reports for work within assigned facilities

  • Professional knowledge of Integrated Work Management principles (or demonstration of equivalent)

  • Expert-level understanding of hazardous-energy control, including LOTO application practices and configuration control

Education/Experience: Position requires a Bachelor's Degree (preferably Engineering, or related technical discipline) and 3 years of directly related experience, or an equivalent combination of experience and education. At this level, additional training, certifications and/or education may be desirable (Certified Facility Manager, Facility Management Professional Certification, Certified Maintenance and Reliability Technician, Lean Methods)

Desired Qualifications:

  • Active Q‐Clearance

  • Direct experience with Chiller/Cooling Tower equipment operations, HVAC operations, Building Automation Systems, Fire Protection systems, etc.

  • Experience with LANL Engineering and Conduct of Operations

  • Experience in abnormal event response and incident/occurrence investigation to include root cause analysis, and lessons learned.

  • Experience with configuration/technical baseline management

  • Demonstrated experience leading process improvement initiatives with evidence of successful outcomes

  • Ability to utilize Excel and computerized maintenance management/work control software to create, track, update, analyze, and develop reports for work within assigned facilities

Location: This position will be physically located in Los Alamos, New Mexico.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q/SCI (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
