What You Will Do
The International Threat Reduction Group (NEN-3) provides test readiness and deployment of radiological and nuclear materials detection systems for the Nuclear Smuggling Detection and Deterrence program (NSDD) in support of national and international nuclear security and nonproliferation objectives. NEN-3 is seeking qualified applicants for the position of a Technical Project Manager to serve as the Project Management Oversight specialist for NSDD. The TPM will assist the NSDD Program Manager, the Deputy Program Manager, and members of the program in effectively and proactively building cost and schedule baselines for specific testing campaigns, sponsor deliverables and management tasks. Each baseline will include well defined scope, assumptions, deliverables, an integrated critical path schedule, and resource loading, as well as a forecasted spend plan. The selected candidate will also coordinate assigned projects and maintain cost and schedule data as well as a recovery plan and proposed corrective actions for addressing schedule slips or cost overruns.
Responsibilities include but are not limited to the following:
Based on established work processes, build project plans and baselines that incorporate cost, schedule, forecasting, resource loading, scope, and deliverables.
Coordinate with technical staff and Program Management to formulate effective communications and reporting requirements that define the current status of each project in relation to the baseline, reasons for deviations, and assist with implementing corrective action plans to address schedules and overruns.
Extensive interaction with engineers and scientists at a variety of levels- working to translate their projects and test plans into project plans and baselines.
Help determine necessary resources for each project based on cost estimates, scheduling, and budgetary constraints.
Evaluation of technical documents, test plans, sponsor developed work charters, and other programmatic material to ensure sound project controls oversight and practices.
What You Need
Minimum Job Requirements:
Knowledge of and experience in aspects of project management of technical or operational work, including developing project plans, work breakdown structures, and work packages; managing to scope, schedule, budget, and technical baselines; and documenting baseline reports and change control actions
Demonstrated experience managing multiple deliverables and requests from a variety of sources.
Excellent interpersonal skills; ability to work effectively and cooperatively with all levels of management and staff
At least two years of demonstrated experience using the principles of project controls, cost estimating, and resource management
Strong oral and written communication skills; ability to effectively present information and respond effectively to colleagues, management, and sponsors.
Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under pressure, work with minimal supervision and prioritize workload.
Demonstrated success working effectively with program and technical staff in defining and accomplishing program milestones (scope, schedule, and budget).
Demonstrated commitment to quality and excellence as evidenced by exemplary work products.
Demonstrated experience with international nuclear security programs.
Demonstrated experience with MS Project
Demonstrated experience with NNSA’s G2 Project Management System or similar project management systems.
Active DOE Q clearance.
Education:Position requires a degree in engineering or related technical discipline and at least two years of relevant experience. An equivalent combination of education and experience may be considered.
