Los Alamos National Laboratory IT Portfolio Manager (IT Program Manager 3) in Los Alamos, New Mexico

What You Will Do

This position will be filled at either the IT Program Manager 2/3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Software and Applications Engineering (SAE) Division supports Los Alamos National Laboratory’s (LANL) enterprise application and performs software application development support, database development and administration, software quality management, and enterprise application consulting. The SAE-2 Enterprise Business Software Group consists of approximately 65 software engineers, system analysts and database administrators. The group provides custom development, commercial off the shelf application implementation, database administration, and adoption/integration with Software as a Service solutions. The selected candidate will be part of the leadership team assisting with annual work package development, managing group level status reports and metrics, customer relationships and project planning and budgeting.

IT Program Manager 2 ($91,800 – $151,400)

The IT Program Manager provides management of one or more assigned technical or operational portfolios, which may be medium or small in total budget and may encompass one or more discrete Information Technology or Information Security programs. The IT Program Manager coordinates with customers and stakeholders to determine what work will be done to meet the institution’s needs, general timeframes, and funding requirements.

IT Program Manager 3 ($110, 400 - $186,300)

In addition to what was outlined at the lower level, at this level you will provide leadership, vision, strategic and tactical planning for execution of the organizations Information Technology Portfolio. Formulate, plan, and implement new Information Technology or Information Security program development initiatives in technical or operational disciplines.

What You Need

Minimum Job Requirements:


Project/portfolio management experience demonstrated through the direction and responsibility for numerous complex projects involving a number of components such as resources, budget, and schedule. Ability to work for long term goals in large organizational settings. Ability to provide backup to Service Owners within the group as well as serving as a Service Owner on identified projects.

Collaboration and Communication

Collaborate across technical and non-technical focus areas, organizations, and other existing boundaries to achieve a consensus with regards to priorities and work product. Ability to identify potential portfolio risks and to develop mitigation and recovery strategies. Coordination of programmatic deliverables and program/project work with scrum teams, scrum masters, and product/service owners. Develop and nurturing effective customer and stakeholder relationships. Efficient communication skills with all levels of external or internal personnel, technical and non-technical. Effectively build trust, gain consensus, and resolve project/task conflicts. Proficiency in verbal and written communication and excellent customer service skill with the ability to communicate efficiently with all levels of personnel including customers, project stakeholders, managers, and oversight. Experience using project management tools such as Jira, Confluence, and MS Office.

Program Management

Managing medium to large programs, including defining program work scope, schedules, budgets, priorities, and performance milestones. Serving as the primary IT interface with one or more mid-level customers or stakeholders to develop, negotiate, and define mission goals and programmatic deliverables that balance the best interests of the customer, the Information Technology or Information Security Program, and the institution as a whole. Knowledge of Agile methodologies and principals. Ability to utilize tools and query languages to create various reports on project/program status and progress. Manage portfolios with aim of completing projects on time, within budget, and delivering a quality product to stakeholders and customers.


Applicants must have the ability to obtain and maintain DOE clearances, which normally requires US citizenship.

Education/Experience at lower level: Position requires a Bachelor’s Degree in a related field and 5 years of experience; or, an equivalent combination of education and experience directly related to the occupation. Postgraduate degree in related field may serve as years of related experience.

Education/Experience at higher level: Position requires a Bachelor’s Degree in a related field and 8 years of experience; or, an equivalent combination of education and experience directly related to the occupation. Postgraduate degree in related field may serve as years of related experience.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 .
