Los Alamos National Laboratory GS-NSD Deputy Program Director (Project-Program Director 5) in Los Alamos, New Mexico

What You Will Do

The GS-NSD Deputy Program Director (Project-Program Director 5) position will report directly to the GS-NSD Program Director and assist in the management of the GS-NSD office staff including Program Managers and Administrative Staff. As the selected candidate, you will be responsible for supporting the Director in the review and execution of the current enduring thrust areas ensuring alignment of those activities with organizational mission and vision objectives. You will also be responsible for supporting the Director in developing and executing other areas of interest to leverage and grow LANL’s existing core capabilities and highlight the ability to be responsive to both traditional and non-traditional partner agencies. The GS-NSD Director has identified the Department of Homeland Security (DHS) and the Department of Defense (DoD) entities as priority areas to be addressed by the incoming GS-NSD Deputy.

As the GS-NSD Deputy, you will be responsible for the establishment, execution, and oversight of a DHS/DoD-centric program designed to initiate, develop, and sustain collaborative opportunities between GS-NSD and DHS/DoD entities and in doing so implementing new methods to support Laboratory infrastructure, workforce, and capabilities. This position requires working knowledge of relevant DHS entities (S&T, OHA, DNDO, US CBP, FEMA, US SS, TSA, etc) and DoD agencies (OUSD(R&E) & (A&S), Joint Chiefs of Staff, All Combatant Commands, Services HQs, Service Laboratories, MDA, DARPA, DTRA, etc.), their operating constructs, their strategic guidance vehicles, and their execution instruments.

You will have the opportunity to:

  • Assist in the establishment of goals, objectives, and metrics for new Budget Authority (BA) in the GS-NSD DHS/DoD area

  • Collaborate with the other GS Program Offices (NCCP, IET and NNS) in sponsor interaction and support

  • Coordinate and/or participate in Laboratory interactions with sponsors or customers in the GS-NSD DHS/DoD area

  • Team with line managers to identify and develop institutional capabilities to meet core missions of the Laboratory by informing line organizations of future mission needs in GS-NSD DHS/DoD area and implementing effective program development actions to support the Laboratory

  • Identify and secure funding for DoD or DHS program(s) that support LANL strategic goals in alignment with specific Lab Agenda items.

What You Need

Minimum Job Requirements:

Program Management

Demonstrated experience in program development, advocacy, strategic planning, resource planning and allocation in relation to DHS/DoD programs. Demonstrated ability to build and grow both internal and external organizational relationships focused on DHS/DoD programs.

Technical Leadership

Broad range of technical experience in areas such as chem and bio threats/mitigation, directed energy systems, space based technologies, mobile nuclear power generation, RF and EO/IR sensors, and materials including energetic materials, firing systems, and power systems.


Experience in workforce planning that has included recruitment, retention, and mentoring staff. Experience managing and leading sensitive DHS/DoD projects, facilities, and data systems with multi-level security requirements.

Communication & Collaboration

Excellent interpersonal, oral and written communication skills. Experience interfacing with DHS/DoD Senior Officials both Military and Civilian. Demonstrated experience in effective decision-making and creative problem solving.


Position requires a Bachelor’s Degree from an accredited institution and 12 years related experience; or, an equivalent combination of education and experience directly related to the occupation. An advanced degree and Formal Project Management Experience is preferred.

Desired Qualifications:

  • An active Q/SCI clearance is highly desirable.

  • Experience as a Program Manager or Program Point-of-Contact at the Laboratory, or equivalent, is desirable.

  • Experience as a line manager at the Group level or above at the Laboratory, or equivalent, is desirable.

Location: This position will be located in Los Alamos, NM.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q/SCI (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements

  • for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.

  • Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.


New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
