The Operational Readiness and Execution Group is seeking a highly motivated First Line Manager to support important national security missions at LANL. ORI-2’s primary core functions are to support Causals and Trending Assessments; Readiness & Conduct of Operations; Safety Management & Engineering; Manufacturing Systems; Tactical Scheduling; Nuclear Materials Management; and Industrial Engineering.
The Manufacturing Support Manager 3, First Line Manager (FLM), will report to the Group Leader and will provide management and leadership of the Manufacturing Systems Team. The FLM will have the responsibility, authority and accountability to execute work that supports programmatic milestones and deliverables while setting the standards for professional behavior and operational effectiveness. The FLM will be responsible for technical direction to a team of System Analysts, Technical Application Administrators, and Software Developers. The FLM will be responsible for the continued development of the manufacturing systems capability to support all Weapons Production Directorate operations, and the integration of that capability into Weapons Production Directorate planning and decision making.
Key Responsibilities include but are not limited to:
Planning, organizing, and defining strategic objectives.
Establishing scope, schedule, and budget through work package development, resource and performance management.
Delivers quality products and/or services; enforces adherence to quality standards; achieves balance between the need to meet both productivity goals and quality standards.
Ensures direct daily oversight of work, workers and the work environment.
Ongoing communications with line management reporting on work status, deliverables and commitments.
Effective time management skills and the ability to deal effectively with changing priorities and conflicting demands.
Effective teamwork in accomplishing objectives, including mentoring and motivating peers.
Providing financial stewardship over budget, procurement, time and labor, travel, and property.
What You Need
Minimum Job Requirements:
Leadership: Demonstrated record of successful technical leadership and proven ability in supervising, resolving conflicts, administering discipline, mentoring, team building, managing staff requirements, motivating employees, and developing personnel such as students and/or early career employees.
Knowledge and Expertise: Demonstrated experience in developing work scope, schedules, budgets, and coordinating work activities. Experience planning for and managing tactical execution of work; tracking and reporting progress.Experience performing work in a manufacturing environment and executing work in compliance with facility requirements, conduct of operations, conduct of engineering and conduct of maintenance standards.
Accountability: Experience working with confidential or proprietary information, classified documents or sensitive information.
Communication: Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications; effective interpersonal skills and demonstrated ability to interact with all levels of personnel and customers.
Clearance: Ability to obtain a DOE Q Clearance
Education/Experience: Position requires a Bachelor’s Degree in a related field from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
Project/Program Management: Experience in project and program management, including planning, organizing, and resource management, defining work unit objectives and tasks in alignment with organizational objectives, and tracking and reporting on progress
Manufacturing Systems: Demonstrated experience in manufacturing systems such as MRP systems, MES systems, and Scheduling tools; including but not limited to demonstrated experience working with classified system applications.
Multi-disciplinary Teamwork: Experience working as a member of a multidisciplinary team of system analysts, software developers, system administrators, and professional staff
Software Lifecycle: Proven software lifecycle knowledge of all phases, including requirements, design, development, and testing with appropriate documentation. Experience with software development using agile practices and principles such as Scrum and/or Kanban.
Education/Experience: Bachelor’s Degree in Computer Science from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
Clearance: DOE Q Clearance and HRP Certification highly desirable
Location: This position will be physically located in Los Alamos, NM.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements
for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
