What You Will Do
Reporting to the Waste Shipping Team Leader for the ALDESHQSS Waste Management-Waste Management Services Group (WM-WMS); the Authorized Waste Shipper is responsible for providing waste management shipping activities and support for Laboratory facility operations and/or processing, loading, and shipping activities. Specific duties may include, but are not limited to, inspecting waste storage containers and facilities, characterizing waste perDepartment of Transportation regulations, verifying compliance with multiple disposal facility Waste Acceptance Criteria, and ensuring compliant handling and documentation of solid, liquid, hazardous, radioactive, and/or mixed wastes.
The level 4 Authorized Waste Shipper has extensive experience, is a DOE and waste packaging expert. The EP4 develops advanced concepts, techniques, and standards based on professional principles and theories. Viewed as expert in the field within the Laboratory, the EP4 often works on significant, unique and/or complex issues, and provides solutions that are highly creative and where analysis of situations or data requires an evaluation of intangibles. The EP4 impacts the success of future concepts, products or technologies, and works under consultative direction toward predetermined long-range targets. Assignments are often self-initiated as the EP4 is virtually self-supervisory, uses independent judgment, and draws from his/her knowledge in the methods, techniques and evaluation criteria for obtaining results.
What You Need
Minimum Job Requirements:
Ability to effectively communicate, interact, and work with internal customers and with Federal, State, and local agencies and to deal effectively with the public.
Current (or previous) certification per DOT 49 CFR as a Basic Hazardous Materials Shipper and Basic Radioactive Materials Shipper or Certified per DOT 49 CFR as an Advanced Hazardous Materials Shipper and Advanced Radioactive Materials Shipper or Certified per DOT 49 CFR as an Advanced Mixed Waste Shipper.
Expert knowledge of and experience with handling, characterizing, packaging, and/or transporting solid, liquid, hazardous, radioactive, and/or mixed wastes.
Expert knowledge of applicable local, state, and federal laws and regulations relating to the handling and management of solid, liquid, hazardous, radioactive, and/or mixed wastes.
Expert knowledge and experience in managing satellite accumulation areas (SAAs), central accumulation areas (CAAs), PCB storage areas, universal waste (UW) areas, and radioactive staging/storage areas including knowledge of chemical storage, segregation, and handling.
Experience and demonstrated skill indirecting research, investigating alternative solutions, and recommending solutions on problems affecting waste management.
Expert skill to conceptualize and communicate major elements of waste management processes, policies, and procedures to technical and non-technical personnel.
Expert knowledge of quality assurance practices and principles related to environmental management.
Training/Certifications: Ability to obtain and maintain relevant certification and training requirements specific to job duties and/or facility access requirements.
Position typically requires a bachelor’s degree, a minimumtwelve or more years of related experience, or an equivalent combination of education and experience. At this level, post graduate course work may be desirable.
This position may be subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the positions can successfully perform the requirements of the job.
Demonstrated commitment to, and action in, promoting Laboratory objectives in areas of ISM, ISSM, EMS, quality, and workforce diversity, as well as demonstrated knowledge of Laboratory objectives and other statements of policy/practice/procedures.
Demonstrated knowledge of Laboratory organizational structure, technical areas, and facilities.
Demonstrated knowledge of the Laboratory's waste management policies, practices, and procedures.
E xperience as a supervisor, project manager, mid-level manager, or similar of a small (1-3 employee) technical and programmatic organizations specializing in the implementation of Department of Energy regulations.
Successful experience coordinating the cradle to grave management and disposition of non-hazardous, hazardous, chemical, and radioactive wastes.
Experience with waste management-application risk assessments, corrective actions, regulatory compliance, and conduct of operations.

This position will primarily support Technical Area 55 (NPI-7, RULOB, RLW, and CMR) and ALDPM and may require a “Q” Clearance and Human Reliability Program (HRP) qualification.
