What You Will Do
This position will be filled at either the Emergency Planning & Preparedness Specialist 2/3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.
The Emergency Planning and Preparedness Group (EM-PREP) seeks an emergency preparedness professional(s) to serve as a member of a high-performing, multi-disciplinary team in a complex and fast-paced environment. In this role you will support the mission of preparing first responders, the workforce, and offsite stakeholders for response to disasters and emergency incidents. You will be responsible for considering an all-hazards planning approach to perform professional emergency planning to include the development and maintenance of emergency management program plans, procedures, checklists, and other documents in compliance with DOE Order 151.1D, Comprehensive Emergency Management System.
Emergency Planning & Preparedness Specialist 2 $77,300 - $126,000
At this level specific duties you will be responsible for, in contribution to the fulfillment of projects that support organizational objectives may include, but are not limited to, the following:
Developing and coordinating the development, review, and revision of written planning documents, presentation materials and official correspondence
Developing and supporting emergency training, drills, exercises, and other readiness assurance activities
Deployed to field facilities in support of Emergency Planning and Preparedness activities
Conducting and participating in programmatic assessments and the identification of improvement items, corrective actions, and lessons learned
Serve as a member of the emergency response organization with an assignment in the emergency operations center
Special assignments for Division activities as directed
Emergency Planning & Preparedness Specialist 3 $94,100 - $155,700
In addition to what was outlined at the lower level, at this level specific duties you will be responsible for, in contribution to the fulfillment of projects that support organizational objectives may include, but are not limited to, the following:
Identifies the need for emergency plans changes and new procedures and ensures that appropriate government content requirements are followed.
Drafts or revises laboratory and division procedures and requirements for emergency planning and preparedness activities including process compliance with DOE orders
Designs and develops training lesson plans and conducts procedure training.
Mentors others to improve their knowledge in the field of emergency planning and preparedness.
What You Need
Minimum Job Requirements:
Demonstrated understanding of emergency management principles, concepts, and practices.
Demonstrated ability to develop, prepare and implement emergency management policy, plans, procedures, and related documentation.
Demonstrated ability to generate and conduct training or instruction of emergency preparedness course materials.
Demonstrated ability to design and conduct emergency drills and exercises, including scenario development.
Demonstrated ability to conduct readiness assurance activities including assessments, issues management, and evaluations.
Proven ability to collaborate and partner at all levels, including in a team atmosphere.
Proven ability to communicate effectively in verbal and written communication.
Additional Job Requirements for Emergency Planning & Preparedness Specialist 3:
In addition to the requirements outlined above, qualification at the higher level requires:
Experience and demonstrated skill in conducting research, investigating alternative solutions, and recommending solutions on problems affecting emergency planning and preparedness.
Skill and experience designing and conducting emergency drills and exercises, including scenario development.
Knowledge of Department of Energy, Department of Homeland Security and/or Laboratory emergency planning and preparedness policies, practices, and procedures.
Knowledge of legal requirements and environmental impacts affecting emergency planning and preparedness.
Education/Experience at Emergency Planning & Preparedness Specialist 2 level: Position requires a Bachelor’s Degree and a minimum 5 years of related experience; or, an equivalent combination of education and experience directly related to the occupation.
Education/Experience at Emergency Planning & Preparedness Specialist 3 level: Position requires a Bachelor’s Degree and a minimum of 8 years related experience; or, an equivalent combination of education and experience. At this level, post graduate course work may be desirable.
Experience in federal, state, or local emergency management including but not limited to the National Incident Management System, National Preparedness Goal, National Preparedness System, National Planning Frameworks
Experience developing comprehensive emergency plans and procedures
Experience with DOE Order 151.1D, Comprehensive Emergency Management System, and 150.1A, Continuity Programs
Formal training, knowledge and experience with the Incident Command System, the National Incident Management System, and Homeland Security Exercise and Evaluation Program
