This position will be filled at either the Procurement Specialist 2 or 3 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level.

The Acquisition Services Management (ASM) Division is looking for an experienced, highly motivated individual to help support the delivery of category management within ASM. The ASM Division provides procurement services to the laboratory.
Procurement Specialist 2 $71,000- $112,700
The selected candidate will implement strategies and tactics for category-managed spend. The Category Manager will work collaboratively with all ASM organizations and other laboratory stakeholders, leveraging the full resources of LANL procurement to realize planned benefits. The Category Manager 2 performs the following:
Monitors spend analytic insights for leakage and maverick spend in managed categories
Prepares and issues solicitation package in accordance with source selection plan
Performs price analysis to justify price reasonableness
Assist with negotiating elements of the subcontractor proposal such as price, schedule, scope, as well as terms and conditions and document results.
Coordinates the use of appropriate Ariba Buying Channels to maximize the adoption of established Tier 2 agreements
Supports distributed staff in utilization of category strategies for new requirements within the categories
Establishes new contracting standards within categories to support category optimization
Commands a deep understanding of assigned spend categories, industries, price trends, innovations, and leading suppliers
Procurement Specialist 3 $85,400 - $139,600
In addition to what was outlined above, the Category Manager 3 job duties will include, but are not limited to:
Proactively identifies category strategies based on LANL demand planning
Anticipates and resolves complex issues in creative and effective ways
Participates in long-term planning activities with Tier-1 Procurement organizations for category managed spend
Facilitates the establishment of cross-functional teams, provides the infrastructure, climate and support necessary for these teams to operate effectively and to ensure the effective execution of approved category strategies
Responsible for ensuring the sustainability of the category strategies
What You Need
Minimum Job Requirements:
Demonstrated experience in commercial and/or government subcontracting.
Demonstrated experience in the formation, negotiation, award, and administration of all types of purchase orders/subcontracts within a multi-functional environment.
Demonstrated experience in administration of small and moderate size procurements.
Demonstrated experience in developing category strategies to drive acquisition strategies.
Demonstrated ability to achieve an understanding of spend categories, industries, price trends, innovation and leading suppliers for any identified category.
Demonstrated ability to interface with individual customers representing one or more affected organizations providing acquisition strategies for impending procurements.
Demonstrated administrative and organizational skills.
Ability to effectively communicate in both an oral and written manner with both internal and external customers of varying professional levels.
Additional Job Requirements for Procurement Specialist 3:
In addition to the requirements outlined above, qualification at the higher level requires:
Demonstrated experience in complex category administration.
Demonstrated deep understanding of spend categories, industries, price trends, innovations and leading suppliers.
Demonstrated ability to contribute to sourcing events, contract formation and negotiations supporting managed spend contracts.
Demonstrated competency in creating clear and concise written documentation that supports category management.
Training/Certifications: The following certifications are preferred: Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification in Contracting (FAC-C).
Procurement Specialist 2 Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly.
Procurement Specialist 3 Education/Experience: Position requires a Bachelor’s Degree from an accredited institution and 8 years of related experience; or, an equivalent combination of education and experience.
Demonstrated experience with SAP Ariba or other automated purchasing systems.
Demonstrated experience in identifying and quantifying supplier performance measurements for category managed spend suppliers.
Demonstrated ability to clearly and concisely convey information through verbal communication in a wide variety of settings including, but not limited to, verbal presentations and group meetings.
Professional level experience in developing and recommending potential solutions to contractual problems to management.
Demonstrated experience with eSourcing/eAuctions preparatory to the execution of procurements.
Broad understanding of Federal Acquisition Regulations and their application.
Ability to work in a fast paced, ever changing environment with numerous deadlines and expectations.

Location: This position will be part of the Laboratory’s Telework Pilot and may work from a remote/home location within a two-hour ground commute of the Laboratory. The Telework Pilot is in effect from Oct. 1, 2020 through Sept. 30, 2021, but may be shortened or extended at the manager’s discretion.Ability to report on-site is a must for this position.
Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory.
