What You Will Do
The Global Security Progam Office (GSPROG) invites you to join its Business Partnership Program (BPP), which is focused on providing administrative, operational, and strategic support to the Associate Laboratory Directorate for Global Security’s (ALDGS) $600M programmatic portfolio. Reporting to the Program Director of GSPROG, this Program Manager position will serve the overall ALDGS organization, with a focus on business and operational efficiency.
This position is responsible for building strong partnerships with program and line staff within ALDGS, as well as the deployed support organizations. Further, this position will serve as a strategic partner in support of work planning and execution, to help improve quality, efficiency, and effectiveness of ALDGS programs and line organizations. This may include cost-estimating, analysis, control activities, schedule development, maintenance, and monitoring activities. In addition, this position will work to help facilitate the strategic and tactical planning of programmatic objectives, which will involve researching, developing, and implementing systems, processes, policies, and procedures to ensure business, operational, and/or programmatic consistency, efficiency, and compliance. The success of this role will also require the development of new theories and methods, while also contributing to resolution of complex problems.
Duties Include but are not limited to:
Assist Program Managers with tracking/monitoring program milestones and deliverables. Provide support to technical staff with resolving execution related issues, concerns, and risks.
Participate in continuous improvement initiatives to evaluate, assess, and improve upon business/operational processes.
Support Program Managers, Project Leaders, and other technical staff with meeting internal/external financial reporting requirements.
Support all training efforts within the Business Partnership Program with a focus on operational and project management related subject matter.
Stays abreast of technological, legal and operational changes (e.g. policies, regulations, guidelines, etc.) that affect the activities and work processes of the Business Partnership Program and technical customers; makes recommendations for and carries out improvements to the program to meet changing parameters and requirements.
What You Need
Minimum Job Requirements:
Distinguished record of accomplishment in following technical direction and goals, implementing effective business practices and systems, while interacting with customers and stakeholders. Experience creating program evaluation tools and assessing the effectiveness of the program. This would include, experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, schedule control, and schedule analysis. In addition, experience with scope definition, management, and change control as it relates to both small and large sized projects. Knowledge of financial reporting systems and project/program accounting structures (including project financial status reports), which will require advanced Excel skills.
Demonstrated experience in developing and nurturing effective external and internal customer relationships. Experience interfacing with Program Managers, technical line organizations, and deployed support organizations (Finance, Human Resources, Acquisition Services, etc.).
Demonstrated ability to effectively interface with all levels of management, staff, customers, and stakeholders. Ability to effectively present to individuals and groups; including preparing clear, concise and informative reports. Strong writing skills and the ability to effectively and clearly convey information and messaging in a complete manner. Strong organizational skills with the ability to effectively manage multiple deliverables and assignments with varying levels of priority.
Demonstrated experience in effective decision-making and creative problem solving. Working knowledge of change management procedures. Self-motivated and willing to take initiative to not only identify issues, but think through and present possible solutions.
Position requires a Bachelor’s Degree from an accredited institution and 5 years of finance and/or project controls experience, or an equivalent combination of education and experience.
Knowledge of governmental regulations related to business operations and practices
Experience working with large organizations, programs, or projects with significant fiscal and programmatic scope
Demonstrated experience with Oracle, MicroStrategy, and collaboration applications (MS Teams, Confluence, etc.), and Microsoft Office
Experience with Earned Value Management systems
Project Management Professional (PMP) credential
Active DOE Q clearance
Location: This position will be located in Los Alamos, NM.

for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
