Los Alamos National Laboratory B61-12 LEP Flight Test Program Manager 3 (Program Manager 3) in Los Alamos, New Mexico

What You Will Do

The B61-12 Life Extension Group (Q-15) is responsible for technical and programmatic oversight, and execution of all matters pertaining to the Life Extension Program (LEP) of the B61-12 nuclear weapon system. The role of the Program Manager 3 (PM-3), as part of the B61-12 LEP program management team, is to provide leadership, overall integration and management for the execution of the B61-12 LEP Flight Test Program. In this role, the PM-3 will reside in Q-15 and report directly to the B61 LEP Program Manager. The PM-3 will be responsible for the program execution of the NNSA and DoD programmatic requirements associated with the NNSA’s B61-12 LEP flight test program and the Special Projects Program (SPP). In the execution of the flight test scope, the PM-3 will lead a management team consisting of the Team Lead for Flight Execution and the Program Manager for Flight Test Qualification Evaluation and Development. The PM-3 roles and responsibilities are further described below.

  • Meet all project deliverables and schedule deadlines.

  • Interpret, clarify and communicate customer’s system technical requirements.

  • Manage the available B61-12 LEP and SPP plan budget and authorized funding of the flight portfolio by analyzing the budgets/spending at a local level; verifying that the funding allocations for authorized work are properly distributed; and monitoring, tracking and reporting performance to ensure schedule and cost performance adhere to the approved plan.

  • Work with test leads to plan, program, and budget SPP work scope and schedule; and regularly status activities throughout each fiscal year.

  • Conduct monthly variance analysis reviews (VARs) and prepare Baseline Change Requests (BCRs) and Joint Impact Assessments (JIAs) as needed for work scope changes.

  • Oversee reporting and documentation in support of NNSA and USAF deliverables as required.

  • Oversee and coordinate requirements, hardware acquisitions and management of technical risks.

  • Attend regular internal and external customer meetings to communicate and responding to LEP and SPP programmatic needs.

  • Generate Statements of Work and proposals for emerging work and disposition memorandums and proposals as needed.

What You Need

Minimum Job Requirements:

Nuclear Weapons Knowledge

Advanced working knowledge of nuclear weapons and the U.S. stockpile.

Program Management

Advanced knowledge of and successfully demonstrated experience in all aspects of program management of technical or operational work, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope, and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Successfully demonstrated experience in managing multiple, major programs for NNSA and/or DoD government customers. Successfully demonstrated experience in program development and strategic planning. Successfully demonstrated experience in meeting complex, integrated schedules and deliverables for multiple concurrent projects with a range of priorities.

Inter-Organizational Collaboration

Advanced knowledge of the USAF organizations (MAJCOMS, POGs, etc.) and execution of programs within the DoD and DoD/NNSA arena. Successfully demonstrated experience in working with NNSA and the DoD to manage and execute to nuclear weapon stockpile requirements.

Project Controls

Advanced knowledge of Project Controls related tools (e.g. P6, Earned Value Management System, etc.) to conduct budgeting, scheduling, planning, program execution, tracking and executive reporting.

Team Dynamics

A record of successful teamwork and consensus-building demonstrated by working with diverse teams as well as across organizational and program boundaries. Advanced knowledge of and successful demonstrated experience in developing and fostering successful cross-organizational teams to solve complex problems.

Interpersonal and Communication Skills

Successfully demonstrated experience building trust, gaining consensus, and successfully resolving conflicts.

Excellentinterpersonal, oral and written communication skills and demonstrated ability to interact effectively with all levels of personnel, both with internal and external DOE and DoD customers.

Education/Experience : Position requires a Bachelor’s Degree from an accredited institution and 8 years of directly related technical and project management experience; or, an equivalent combination of education and experience directly related to the occupation. At this level an advanced degree may be expected.

Desired Qualifications:

  • Experience with NNSA and/or DoD program review processes and deliverables (e.g. Design Reviews, Baseline Change Requests and Cost Control Board and/or other program management activities and committees.)

  • Knowledge of and demonstrated experience with the Engineering Authorization System (EAS) and the document management system (e.g., PDM Link) to execute nuclear weapon activities.

  • Demonstrated experience in personnel and resource management.

  • Derivative Classification (DC) certification desirable.

  • Certification[JKC1] in Program Management related skills (i.e. Project Management Professional (PMP) Certification).

  • An advanced degree is preferred.

  • Active Q Clearance or equivalent clearance, which normally requires US citizenship.
