What You Will Do

The Program Manager (PM) for Advanced Certification and Stockpile Responsiveness (AC/SR) will drive progress in certification and assessment methods for future nuclear stockpile options through (1) improvements to understanding of nuclear weapon performance, with an emphasis on failure mechanisms, (2) development and application of uncertainty quantification methodology, (3) development of technologies that enable agile and responsive warhead production, and (4) evaluation and development of new experimental methods for certification. The PM will also be responsible for all scope funded under the Stockpile Responsiveness (SR) Program to develop new weapons designs from clean-sheet through prototyping.

The principle responsibilities of the Program Manager are:

  • As a key member of the ESAR program leadership team, provide leadership for the vision and execution of the ACC and SR programs;

  • Oversee and coordinate the work of several Project Leaders

  • Represent the LANL ACC and SRP programs to NNSA Headquarters, and participate in the national leadership of the Campaigns within the LANL-LLNL-SNL-NNSS and HQ community through coordination with the Program Director for ESAR;

  • Provide overall leadership for advancing certification & assessment methodologies in support of Laboratory needs, through theory, experiment, and computation;

  • Work with line managers, capability leaders, and other Program Managers (e.g., in Science, ASC, DSW, GS, & RTBF), to develop and execute ACC and SRP program plans that are integrated and effective;

  • Support execution of ESAR DARHT hydroshot experiments

  • Ensure successful delivery of advances in certification and assessment methodologies to the DSW community.

The successful candidate’s DOE interface responsibilities involve providing requisite documentation (Implementation Plans), and milestone and budget reporting and coordination with NNSA personnel. The AC/SRP PM reports in a line sense to the XTD Division Leader. The AC/SRP PM is also part of the ESAR leadership team and thus reports to the ESAR Program Director for program direction.

What You Need

Minimum Job Requirements:

  • Demonstrated expertise in nuclear weapons physics and assessment as evidenced by programmatic contributions, publications, and recognition within the weapons community.

  • Demonstrated ability to implement strategic vision and work effectively with collaborators and customers, across programs and organizations, to deliver superior products.

  • Demonstrated experience in leadership and management of technical programs, including success at project development, planning, advocacy, resource allocation, management, execution, and customer interactions.

  • Demonstrated record of successful teamwork and consensus building across organizational and program boundaries.

  • Demonstrated excellent interpersonal and communication skills as evidenced by successful internal and external interactions and by briefings, presentations, and writings including the ability to explain technical concepts to non-technical personnel.

  • Ability to coordinate and integrate the AC/SRP programs across our national laboratories, working to eliminate unnecessary redundancy while maintaining required capabilities.

  • The candidate must be able to represent the corporate view of the Laboratory with our DOE customers.

  • Candidate should have a Master’s Degree in a relevant technical discipline, with a PhD preferred.

Desired Skills:

  • Experience working effectively with NNSA NA11 personnel in Washington.

  • Experience in working collaboratively with customers, negotiating technical tradespace, and delivering quality hardware quickly through innovation.

  • Experience with the theoretical, experimental, and computational elements of the LANL weapons program.
