Los Alamos National Laboratory Program Integration Manager (Technical Project Manager 1) in Las Vegas, Nevada
What You Will Do
NCERC-FO is seeking a qualified candidate for the position of Technical Project Manager to support operations across its multiple facilities, which include the DAF and other NNSS facilities. The Technical Project Manager will be responsible for developing, executing, and overseeing work control, equipment approvals, security plans, and scheduling customer’s operations.
Primary responsibilities include:
Establishing program/project requirements with program managers, detailing the actions necessary to be able to operate in the DAF to meet mission requirements, setting realistic expectations, and conveying scheduling effects and delays.
Coordinating, scheduling, and executing the preparatory work for high hazard nuclear operations to be successfully completed.
Working with security, both physical and informational, to ensure operations are executed in a compliant manner.
Coordinating the transfer of equipment to and from the DAF.
Authoring and revising work control documents that define a scope of work, analyze the hazards, and develop the controls and permits necessary to safely execute a project.
Develop additional responsibilities that enhance the capabilities at NCERC, including becoming a Fissionable Material Handler, source custodian, and Person in Charge.
This position demands scrupulous attention to detail, excellent communication skills, and the ability to work across organizations, companies, and federal agencies from around the country and internationally.
What You Need
Minimum Job Requirements:
Demonstrated knowledge of Safety Management Programs, including criticality safety, radiation protection, industrial hygiene, USQ program, and Conduct of Operations.
Demonstrated ability to integrate multiple project schedules into an executable plan with respect to personnel, equipment, and facility availability.
Demonstrated understanding of classified matter protection.
Demonstrated knowledge of physical and cyber security requirements.
Demonstrated experience with multiple aspects of technical project management including defining program work scope, schedules, priorities, and performance milestones.
Strong oral and written communication skills; ability to effectively present information and respond effectively to colleagues, management, and sponsors.
Ability to work independently, as well as part of a team, and make decisions, solve problems, exercise good judgment, work under time constraints, work with minimal supervision and prioritize workload.
Ability to effectively communicate with customers across various governmental agencies.
Knowledge of JLON policies and operational familiarity with executing work at the NNSS.
Knowledge of NNSS and DAF specific capabilities.
Knowledge of LANL policies and procedures.
Knowledge of Integrated Work Management and Integrated Safeguards and Security Management
Experience developing work control documents.
Experience working within a nuclear facility.
Experience developing security plans.
Active DOE Q clearance.
Active HRP certification.
Education: Bachelor’s degree and at least two years of relevant experience required for this function and level or an equivalent combination of education and experience directly related to the occupation.
Location: This position will be physically located in Nevada Site Office.

Where You Will Work
Permanently located in Las Vegas, Nevada, the NCERC-FO Organization, provides the capability to conduct hands-on and remotely operated experiments with significant quantities of nuclear material to a variety of national security programs. This capability, which became operational in 2010, supports both critical and subcritical experiments and training. NCERC-FO provides the operational backbone for the National Criticality Experiments Research Center (NCERC). NCERC operates four criticality assemblies that can be broadly categorized as benchmark, fast-burst, and general-purpose assemblies. These assemblies provide the capability to perform critical, subcritical, and fundamental physics measurements. The NCERC is operated within a hazard category 2 nuclear facility located at the Nevada National Security Site.

Clearance: Q (Position will be cleared to this level). Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements
for access to classified matter. This position requires a Q clearance which requires US Citizenship except in extremely rare circumstances. Dependent upon position, additional authorization to access nuclear weapons information may be required that may or may not be available to dual citizens depending upon the circumstances.
Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. SeeDOE Order 472.2 for additional information.
HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.
426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.
New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing.
Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.
